<h1>HDB Housing Grants and the Ethnic Integration Policy</h1> <p>Two very different policy systems shape an HDB purchase. Housing grants reduce the effective price or loan for eligible buyers, while the Ethnic Integration Policy (EIP) and Singapore Permanent Resident (SPR) quota determine whether a particular resale transaction can proceed at a block and neighbourhood at that time. Neither is a universal entitlement. Grant eligibility depends on buyer status, household nucleus, income history, previous housing subsidies, property ownership, flat type and lease; the EIP depends on the ethnic classification of the buyer and seller households and the current local composition. The HDB Flat Eligibility (HFE) letter is the buyer-specific assessment of purchase, grant and HDB-loan eligibility.</p> <h2>Enhanced CPF Housing Grant</h2> <p>The Enhanced CPF Housing Grant (EHG) supports eligible first-timer households buying either a new or resale flat. Applicants normally need a continuous 12-month employment history and to be working at assessment, subject to special arrangements such as deferred income assessment. The full EHG also depends on the flat's lease covering the youngest owner or spouse-occupier to age 95; otherwise it may be prorated.</p> <h2>Grants specific to resale and proximity</h2> <p>First-timer resale buyers may layer the EHG with the CPF Housing Grant for Resale Flats. Current base amounts are S$80,000 for an eligible family buying a 2- to 4-room resale flat and S$50,000 for a 5-room or larger flat; corresponding single-buyer amounts are S$40,000 and S$25,000 (<a href="https://www.hdb.gov.sg/hdbnews/budget-statement-2023">HDB, accessed Aug 2026</a>). Citizenship mix, first-timer status, flat size, remaining lease, prior grants, household composition and proximity evidence can change the total.</p> <h2>How grants are paid and what happens later</h2> <p>CPF Board explains that housing grants and their accrued interest are included in the CPF housing refund after a property sale, rather than being treated as an unrestricted cash rebate; the refunded amount is then allocated according to the member’s age and CPF-account rules (<a href="https://www.cpf.gov.sg/member/infohub/educational-resources/sales-proceeds-after-selling-your-home">CPF Board, accessed Aug 2026</a>).</p> <p>CPF housing grants are credited to eligible recipients' CPF Ordinary Accounts and used toward the purchase price, reducing the amount financed; they are not a cash rebate available for unrelated spending. The policy therefore affects market access asymmetrically by location and timing. It is not an ethnic quota for private condominiums, nor does it set Singapore's national demographic proportions.</p> <h2>SPR quota and transaction timing</h2> <p>Non-Malaysian permanent-resident households must also satisfy the SPR quota, which is separate from the ethnic limit. A household may pass one and fail the other. That stated collective rationale should be distinguished from the transaction-level effects described below.</p> <p>The grants express redistribution and family-policy goals, while EIP expresses social-integration goals. Both also reshape market outcomes. Grants can increase purchasing power but are bounded by eligibility and may be capitalised partly into prices when supply is tight. EIP sustains everyday ethnic mixing across the dominant public-housing sector, but affected minority sellers can face a smaller buyer pool, longer sale periods or price pressure. HDB has introduced assistance for qualifying owners unable to sell because of EIP constraints, yet debate continues over whether the collective integration benefit distributes its costs fairly. A correct account should present both the anti-segregation purpose and the transaction-level burden rather than treating the policy as either symbolic harmony or simple discrimination.</p>
