<h1>Government Structure</h1> <p>Singapore is a parliamentary republic whose written Constitution is the supreme law and establishes three organs of state: the Legislature, comprising the President and a unicameral Parliament, which makes law; the Executive, comprising the Cabinet and office-holders led by the Prime Minister, which formulates and administers policy; and the Judiciary, which interprets and applies the law independently (<a href="https://www.parliament.gov.sg/about-us/structure/system-of-government">Parliament of Singapore, accessed Aug 2026</a>). The framework is Westminster-derived — a fusion of executive and legislature, with ministers drawn from elected MPs — but modified in ways that are distinctly Singaporean: an elected head of state with custodial veto powers, seats reserved for opposition and non-partisan members, and a vast layer of statutory boards that carry out much of the state's actual work. Current officeholders are listed in <a href="/en/knowledge/dataset/sgkb.data.officeholders">officeholders</a>.</p> <h2>Parliament</h2> <p>Parliament is unicameral, sits for a maximum term of five years from its first meeting, and must be followed by a general election within three months of dissolution (<a href="https://www.parliament.gov.sg/about-us/structure/system-of-government">Parliament of Singapore, accessed Aug 2026</a>). Its membership has three categories. <strong>Elected MPs</strong> win seats in single-member constituencies and group representation constituencies. <strong>Non-Constituency MPs (NCMPs)</strong> are opposition candidates who were not elected but received the highest percentages of votes among unelected opposition candidates, subject to constitutional limits. <strong>Nominated MPs (NMPs)</strong> are appointed non-partisan members intended to bring a wider range of community views into Parliament. Parliament is presided over by the Speaker, debates and passes legislation, scrutinises the executive through questions and select committees, and controls supply. The President appoints as Prime Minister the MP most likely to command the confidence of a majority of Parliament — in practice the leader of the party winning most seats — and the Prime Minister then selects ministers from among elected MPs to form the Cabinet (<a href="https://www.parliament.gov.sg/about-us/structure/system-of-government">Parliament of Singapore, accessed Aug 2026</a>). The Cabinet is collectively responsible to Parliament and is the country's real decision-making centre: it sets policy, controls the budget, and directs the ministries. Below the ministries sits the civil service and, crucially, the <a href="/en/knowledge/article/sgkb.government-politics.statutory-boards">statutory boards</a> — HDB, CPF Board, LTA, EDB, MAS and dozens more — semi-autonomous agencies created by statute that deliver most public services and give Singapore its unusual state capacity. Ministers are paid salaries benchmarked to top private-sector earnings, a deliberate and contested policy intended to attract talent and reduce corruption incentives.</p> <h2>The Presidency</h2> <p>The Istana explains that the President normally acts on Cabinet advice but has specified custodial powers over past reserves and key public-service appointments (<a href="https://www.istana.gov.sg/the-president/presidents-duties/constitutional/">The Istana, accessed Aug 2026</a>). The office is therefore neither purely ceremonial nor a second executive government: its independent discretion is constitutionally bounded and concentrated in defined checks.</p> <p>The head of state is the President, directly elected by voters since constitutional changes in 1991 transformed what had been a ceremonial appointment into an elected office with custodial powers. The President acts on the Cabinet's advice in most matters but holds personal discretion over a defined set: withholding assent to budgets and transactions that would draw down past reserves, vetoing key public-service and statutory-board appointments, and concurring in certain detentions and investigations. The office is deliberately designed as a check, not a rival centre of policy — the President cannot initiate legislation or direct government. Candidate eligibility criteria are stringent, and elections may be reserved for a racial community that has not held the office for five consecutive terms. Details are in <a href="/en/knowledge/article/sgkb.government-politics.presidency">presidency</a>.</p> <h2>How a law is made</h2> <p>A bill is introduced and read a first time, when only its long title is read and the bill is printed and circulated. At the second reading, Parliament debates its general merits and principles, after which it goes to a Committee of the Whole Parliament or a select committee for clause-by-clause examination and amendment. It is then read a third time and deemed passed (<a href="https://www.agc.gov.sg/our-roles/drafter-of-laws/the-legislative-process/">AGC, accessed Aug 2026</a>). Most bills must then be scrutinised by the <strong>Presidential Council for Minority Rights</strong>, which checks that they do not discriminate against any racial or religious community — money bills, urgent bills, and bills touching defence, security, or public order are exempt. Finally the bill goes to the President for assent, and only on assent does it become an Act of Parliament (<a href="https://www.agc.gov.sg/our-roles/drafter-of-laws/the-legislative-process/">AGC, accessed Aug 2026</a>). Acts are published on Singapore Statutes Online and supplemented by subsidiary legislation made by ministers and agencies under delegated powers.</p> <h2>The Judiciary and the shape of the checks</h2> <p>The Judiciary administers justice independently and comprises the Supreme Court — the Court of Appeal and the General Division of the High Court — and the State Courts, headed by the Chief Justice (see <a href="/en/knowledge/article/sgkb.law-justice.legal-system-and-courts">legal system and courts</a>). It can strike down legislation and executive action inconsistent with the Constitution, though in practice Singaporean courts exercise that power sparingly and have historically deferred to the political branches on questions of policy and national security (<a href="https://www.judiciary.gov.sg/who-we-are/about-legal-system">Singapore Courts, accessed Aug 2026</a>). The overall design is best understood as strong executive government with institutionalised guardrails against fiscal raiding and racial discrimination, rather than as an adversarial balance of power: the meaningful constraints on the government are the elected presidency's reserve powers, the courts' supervision of legality, and the electorate, not a contested legislature.</p>

国会

行政机关

法律如何制定

法案提出后进行一读,此时只宣读法案长标题,并印发和分发法案。二读时,国会辩论法案的整体优点和原则,之后交由全体委员会或特别委员会逐条审查和修订。随后进行三读,法案即视为通过(总检察署,查阅于 2026 年八月)。大多数法案随后须交由总统少数族群权利理事会审查,确认其不会歧视任何种族或宗教社群;拨款法案、紧急法案,以及涉及国防、安全或公共秩序的法案除外。最后法案送交总统御准,只有获得御准后才成为国会法令(总检察署,查阅于 2026 年八月)。法令刊载于新加坡法规在线,并由部长和机构依据授权权力制定的附属法例予以补充。

司法机关与制衡格局

司法机关独立行使司法职能,由最高法院——上诉庭和高等法院普通庭——以及由首席大法官领导的国家法院组成(参见法律制度与法院)。司法机关可以撤销与宪法不一致的法律和行政行为,但实际上新加坡法院很少行使此权力;对于政策和国家安全问题,历来尊重政治机关的判断(新加坡法院,查阅于 2026 年八月)。整体制度更适合理解为拥有强大行政政府,并设有防止挪用储备金和种族歧视的制度性护栏,而非对抗式的权力平衡:对政府有实际约束力的是民选总统的储备金权力、法院对合法性的监督以及选民,而非存在争议的立法机关。
