Arts Policy

Arts Policy

Singapore's public arts policy is a Ministry of Culture, Community and Youth (MCCY) portfolio delivered chiefly through the National Arts Council (NAC), a statutory board that champions literary, performing, and visual arts through grants, organisational support, arts housing, partnerships, and sector facilitation (MCCY statutory boards, accessed Aug 2026; NAC About Us, accessed Aug 2026). The current multi-year roadmap is Our SG Arts Plan (2023–2027), which frames the arts as instruments of a connected society, a distinctive city, and a creative economy (NAC Our SG Arts Plan, accessed Aug 2026). This article covers institutions, strategy, and funding architecture. Medium-specific scenes — literature, film/TV/music, museums/heritage, and content regulation — live in sibling articles rather than being duplicated here.

As of 16 August 2026, the live policy frame remains the 2023–2027 Arts Plan and the current NAC/MCCY funding architecture; check the linked NAC and MCCY pages for later scheme or portfolio changes (NAC Our SG Arts Plan, accessed Aug 2026; MCCY statutory boards, accessed Aug 2026).

National Arts Council under MCCY

The National Arts Council is the principal public agency for Singapore's arts sector. MCCY lists NAC among its statutory boards and describes the Council as nurturing creative excellence, supporting audience engagement, preserving cultural traditions, cultivating artists and companies, and offering comprehensive support from grants and partnerships to industry facilitation and arts housing (MCCY statutory boards, accessed Aug 2026). NAC's own about page states that it is a statutory board under MCCY that promotes artistic excellence, expands audience access, and works with the arts community toward a connected society, creative economy, and distinctive city (NAC About Us, accessed Aug 2026).

NAC's milestones page records its formation on 15 October 1991 through amalgamation of the Singapore Cultural Foundation, the Cultural Division of the Ministry of Community Development, the Festival of Arts Secretariat, and the National Theatre Trust (NAC Milestones, accessed Aug 2026). Its current institutional remit is expressed through the Council's arts-scene, funding, audience, arts-space, and capability programmes; the milestones page and NAC's current site are better sources for those living organisational functions than an inaccessible statute endpoint (NAC Milestones, accessed Aug 2026; NAC About Us, accessed Aug 2026).

Policy ownership and delivery should not be collapsed into one label. MCCY sets ministry-level arts and culture priorities and answers for the portfolio in Parliament; NAC is the specialised delivery board for arts development. These are distinct mandates: NHB handles heritage museums and monuments, while IMDA handles media classification and screen regulation rather than NAC arts grants. Heritage museums and monument policy sit primarily with the National Heritage Board (museums and heritage); film classification, broadcast licensing, and screen-industry development sit primarily with IMDA. NAC remains the default retrieval target for arts grants, organisational funding, arts housing, and the arts-plan strategy, even when a production also needs an IMDA licence or an NHB venue.

Our SG Arts Plan (2023–2027)

Our SG Arts Plan (2023–2027) is NAC's strategic roadmap for Singapore arts and culture policy over those five years. NAC presents the plan as coordinating public, private, and people-sector efforts, underpinned by data and insights, technology and innovation, and strategic partnerships (NAC Our SG Arts Plan, accessed Aug 2026). The published plan PDF describes it as a sectoral roadmap aligned with the Forward Singapore exercise and built from extensive engagement with artists, cultural organisations, and partners inside and outside the arts (NAC Arts Plan PDF, accessed Aug 2026).

NAC organises the plan around three strategic thrusts, each with published priorities of action (NAC Our SG Arts Plan, accessed Aug 2026):

Connected Society (inclusivity) — sustain audiences through life, strengthen communities through shared experiences, and drive advocacy to grow support.

Distinctive City (vibrancy) — diversify and unlock spaces, activate places and precincts, and infuse arts everywhere.

Creative Economy (opportunity) — forge new ways of doing business, grow artistic excellence, and expand internationalisation opportunities.

MCCY speeches sometimes refer to the same period as Our SG Arts Plan 2.0, restating the three ambitions — connected society, distinctive city, and creative economy — and highlighting neighbourhood delivery such as ArtsEverywhere@CDC, a joint initiative of NAC, the five Community Development Councils, and the People's Association launched in July 2024 (MCCY Arts Plan 2.0 speech, accessed Aug 2026). MCCY's Committee of Supply 2025 materials further list ArtsEverywhere@CDC among arts announcements, with a target of reaching a total of 50,000 audience members by the end of FY2025 (MCCY COS 2025, accessed Aug 2026). For retrieval: use the NAC title Our SG Arts Plan (2023–2027) as the canonical plan name; treat "Arts Plan 2.0" as a ministry shorthand for the same generation of strategy, not a separate statute.

Policy trade-offs and critical perspectives

The official arts-policy frame is deliberately developmental: it treats arts participation as social infrastructure, cultural activity as part of the city's identity, and artistic capability as part of a creative economy (NAC Our SG Arts Plan, accessed Aug 2026). A sector or critical perspective may value different outcomes—artistic autonomy, experimentation that is not immediately audience-facing, access for less-established practitioners, or cultural work outside established institutions. The plan states public priorities, but it does not by itself establish that those priorities are universally shared or that every funded activity achieves them.

Public support also creates real evaluation questions. Grants, subsidised arts spaces, and matching funds can widen the resources available to artists and audiences, yet selection criteria, reporting obligations, limited space, and concentration of capacity in established organisations can affect who benefits (NAC Funding and Schemes, accessed Aug 2026; NAC Arts Infrastructure Schemes, accessed Aug 2026; MCCY Cultural Matching Fund, accessed Aug 2026). These are questions for distributional and artistic assessment, not evidence that public funding is either automatically controlling or automatically equitable. Do not equate a grant with government endorsement of a work, or the existence of a scheme with proof that access, independence, and outcomes are evenly distributed.

Earlier NAC milestones show the planning lineage: the Renaissance City series from 2000, the Arts and Culture Strategic Review report in 2012, and Our SG Arts Plan (2018–2022) before the 2023–2027 edition (NAC Milestones, accessed Aug 2026). Compact durable anchors for plan period and thrusts sit in arts policy anchors.

Grants and organisational funding

NAC describes a sustainable funding infrastructure of grants and arts housing so that Singapore can be home to diverse and distinctive arts that inspire people, connect communities, and position Singapore globally (NAC Funding and Schemes, accessed Aug 2026). Published support areas cover organisational development of professional and strategic arts organisations; producing or presenting art and encouraging participation; building audiences, patrons, and supporters at home and abroad; and training, research, and development across fields (NAC Funding and Schemes, accessed Aug 2026). Most applications route through the OurSG Grants (OSG) portal as a cross-agency grants gateway (NAC Funding and Schemes, accessed Aug 2026).

Project and capability schemes publicly listed by NAC include the Presentation and Participation Grant, Market and Audience Development Grant, Capability Development Grant, Creation Grant, Multicultural Arts Programme Grant, and the Tote Board Arts Fund, with the Research Grant under review and not open during the published pause (NAC Funding and Schemes, accessed Aug 2026). From 16 April 2026, Production Grant and Presentation & Participation (Extended Play / full-length album) support consolidates into Presentation & Participation (General), with the grant quantum cap raised to S$100,000 per applicant per financial year and three General Grant cycles a year (NAC P&P overview, accessed Aug 2026; NAC Funding and Schemes, accessed Aug 2026). Those figures are scheme-rule caps, not typical awards and not sector budget totals.

The Major Company Scheme is NAC's multi-year organisational track for registered arts organisations that represent excellence in their core mission, whether in artmaking, outreach, or serving the sector (NAC Major Company Scheme, accessed Aug 2026). A refresh introduced for FY2025 consolidates earlier Artmaking, Bridging, and Intermediary tracks; assessment criteria are artistic/programme excellence, active stakeholder engagement, and organisational capacity; and the grant cap is standardised at 70% of qualifying costs, with funding priorities tied to community building, capability development, and collaboration under Our SG Arts Plan (NAC Major Company Scheme, accessed Aug 2026). Literary publishing and music-project detail belongs in literature and publishing and film tv and music industry; this page is the policy map that routes those schemes.

Cultural Matching Fund and private giving

The Cultural Matching Fund (CMF) is an MCCY instrument that provides matching grants for private cash donations to registered charities in the arts and heritage sector, with NAC appointed as Secretariat (MCCY CMF, accessed Aug 2026). MCCY states that CMF aims to encourage giving so that more people have a stake in a more sustainable arts and heritage scene, matching monetary donations from individuals, foundations, and corporations for uses that can include capability development and organisational sustainability (MCCY CMF, accessed Aug 2026). Eligibility centres on arts and heritage charities and Institutions of Public Character; applications are evaluated by CMF Trustees with support from the Secretariat, MCCY, NAC, and NHB (MCCY CMF, accessed Aug 2026).

CMF is deliberately not a substitute for NAC project grants. Matching funds are limited; applications may be prioritised against culture-sector priorities such as artistic or heritage excellence, stronger communities, and capability development of the wider local arts and heritage sector (MCCY CMF, accessed Aug 2026). At Committee of Supply 2025, MCCY announced a S$100 million CMF top-up "bringing the total investment to S$600 million" to encourage philanthropy through dollar-for-dollar matching (MCCY COS 2025, accessed Aug 2026). Those COS figures describe fund capitalisation and matching capacity, not an automatic entitlement for any one charity. Sponsorships, earned income, and donations already matched by other government fundraising-linked grants are outside CMF matching (MCCY CMF, accessed Aug 2026).

Arts spaces and the cultural-agency map

Space policy is part of Singapore arts policy because rehearsal, presentation, and creation space is scarce. NAC states that gross floor area for the arts it administers has grown almost five times since 1985, that artists and arts groups receive substantial rental subsidies, and that tenants contribute to a sinking fund for routine maintenance (NAC Arts Infrastructure Schemes, accessed Aug 2026). After reviewing the earlier Arts Housing Scheme (1985), NAC announced the Framework for Arts Spaces in December 2010 to support a more diverse sector, enable collaboration among artists and groups, and bring arts to surrounding communities (NAC Arts Infrastructure Schemes, accessed Aug 2026; NAC Milestones, accessed Aug 2026). Goodman Arts Centre, where NAC is headquartered at 90 Goodman Road, is the published pilot under that framework; later arts centres such as Aliwal Arts Centre and Stamford Arts Centre extend the same housing logic (MCCY statutory boards, accessed Aug 2026; NAC Milestones, accessed Aug 2026). NAC also works with the Urban Redevelopment Authority's Community/Sports Facilities Scheme so non-profit arts organisations with strong public-outreach programmes can co-locate in commercial developments (NAC Arts Infrastructure Schemes, accessed Aug 2026).

A useful retrieval partition across culture agencies is:

NAC — arts development, grants, organisational funding, arts housing, Our SG Arts Plan.

NHB — museums, National Collection, monuments, heritage plans (museums and heritage).

IMDA — media regulation and screen-industry instruments (censorship and imda, film tv and music industry).

MCCY — ministry oversight across arts, heritage, community, and youth portfolios, including CMF policy ownership (MCCY CMF, accessed Aug 2026).

Venue brands such as Esplanade – Theatres on the Bay, Arts House Group festivals and venues, and national companies appear throughout NAC programming and funding ecosystems, but they are not interchangeable with NAC's statutory mandate. For questions about whether a work may be staged or broadcast, start with IMDA classification and licensing rules; for whether a company can be funded or housed, start with NAC schemes and Framework for Arts Spaces rules; for museum objects and monuments, start with NHB.
