Setting up a Singapore home means opening the right accounts in the right order. Household electricity and water are billed through a residential utilities account with SP Services (part of SP Group), the Market Support Services Licensee that also consolidates refuse and, when activated, town-gas charges (SP Group residential guide, accessed Aug 2026; PUB Water Price, accessed Aug 2026). Piped town gas is not turned on automatically: after obtaining the SP account number, customers contact City Energy to schedule gas turn-on (SP Group residential guide, accessed Aug 2026). In HDB estates, Service and Conservancy Charges (S&CC) for common-property upkeep are levied by the local town council on a separate bill from SP utilities (gov.sg town councils explainer, accessed Aug 2026).
Opening a residential utilities account with SP Group

SP Services is the default entry point for residential electricity and water at almost every HDB flat and private home in Singapore. A Singapore citizen, permanent resident, or foreigner aged 18 or above with valid identity documents may open an account through the SP app, the SP Utilities Portal, or SP Group's customer service centre at HDB Hub, Toa Payoh (SP Group residential guide, accessed Aug 2026). Applicants supply identification (NRIC, FIN card, valid pass, or passport) and, when requested, proof of ownership or tenancy, then choose an account start date (SP Group residential PDF, accessed Aug 2026). A refundable security deposit is charged on the first bill; as of the published SP schedule, deposits for a three- to five-room HDB flat range from S$70 (Singapore citizen or permanent resident on GIRO) to S$200 (foreigner not on GIRO), with higher amounts for executive flats and private housing — compact deposit anchors sit in utilities home setup anchors (SP Group residential PDF, accessed Aug 2026).

Account activation timing depends on the property. For a new HDB Build-To-Order flat, electricity and water are turned on without a separate appointment once the account is opened (SP Group residential guide, accessed Aug 2026). For resale HDB flats and most other residential premises, SP schedules an on-site safety inspection and supply turn-on; the account holder or an authorised representative must be present, and SP advises allowing about one week of lead time from the application date to secure an appointment (SP Group residential guide, accessed Aug 2026). Confirmation arrives by SMS and email. Tenants who sublet an HDB flat should confirm landlord rules and any HDB subletting approval before opening an account in the tenant's name — the utilities account holder is legally responsible for charges.

Electricity, water, refuse, and the consolidated SP bill

The residential utilities account is the billing shell even when the household later switches electricity retailer. SP PowerGrid continues to operate the national transmission network regardless of retailer; SP Services reads meters, manages account data, and issues bills that combine applicable charges (Open Electricity Market, accessed Aug 2026). Households may buy electricity from an Open Electricity Market retailer, from the wholesale market through SP Group, or at SP's regulated tariff by default (Open Electricity Market, accessed Aug 2026). Under the regulated arrangement, one SP bill typically covers electricity at SP's tariff, water, refuse collection, and — if activated — town gas. If the household signs with a retailer that is not an SP partner, the retailer bills electricity separately while SP continues to bill water, refuse, and gas; U-Save rebates still credit the SP utilities account for eligible Singaporean HDB households (SP Group residential PDF, accessed Aug 2026). Switching retailer does not close or replace the SP account (SP Group residential guide, accessed Aug 2026). Fuel mix, generation, and retailer-switching mechanics are covered in energy and power grid.

Meters are read about once every two months; intervening months are estimated from recent actual readings unless the household submits a reading through the SP app, portal, or other published channels (SP Group residential PDF, accessed Aug 2026). Late payment attracts a pink-notice fee of S$0.55 (inclusive of GST) and, if still unpaid, a 1% late-payment charge on the outstanding balance on the subsequent bill (SP Group residential PDF, accessed Aug 2026).

PUB water pricing through the SP bill

PUB, Singapore's national water agency, sets potable-water policy and pricing, but SP Services is PUB's billing agent — residential water charges appear on the consolidated SP utilities bill rather than a separate PUB invoice (PUB Water Price, accessed Aug 2026). The domestic water price has three components: the Water Tariff (production and distribution cost), the Water Conservation Tax (a percentage of the tariff reflecting scarcity), and the Waterborne Tax (used-water collection and treatment) (PUB Water Price, accessed Aug 2026). After the two-phase revision announced in 2023, the full domestic potable price from 1 April 2025 is S$3.24 per cubic metre for the first 40 m³ per month and S$4.39 per cubic metre above that tier (PUB price revision announcement, accessed Aug 2026). Catchment, imports, NEWater, and desalination strategy are explained in water story; household U-Save credits that offset the utilities bill are summarised with S&CC rebates below and in workfare and support schemes.

Town gas activation through City Energy

Piped town gas in Singapore is retailed and activated by City Energy (formerly Singapore Power Gas), not by the SP account-opening step alone. After obtaining the SP utilities account number, the household should contact City Energy at 1800 555 1661 to schedule gas turn-on (SP Group residential guide, accessed Aug 2026). Current appointment availability and booking requirements should be checked directly with City Energy before scheduling.

The sequence differs by flat type. For a BTO or other home with piped gas, first obtain the SP utilities account number, then contact City Energy to schedule gas turn-on (SP Group residential guide, accessed Aug 2026). Resale flats may need pipe replacement or new appliances before turn-on. Gas charges appear on the SP utilities bill when City Energy is the retailer partner; terminating gas supply may attract a separate City Energy fee on move-out (SP Group residential guide, accessed Aug 2026). Homes without piped gas — uncommon in newer HDB kitchens but possible in some units — simply omit the gas activation step.

Town council S&CC — separate from utilities

For HDB households, estate common-property charges are not part of the SP utilities bill. Town councils — MP-led statutory bodies under the Town Councils Act — control, manage, maintain, and improve shared facilities such as lifts, corridors, void decks, playgrounds, and cleaning (conservancy) works (gov.sg town councils explainer, accessed Aug 2026). Residents pay monthly Service and Conservancy Charges (S&CC) to their town council; rates are set by each council and vary by flat type and household eligibility for reduced rates (MND written answer on S&CC, accessed Aug 2026). Owners of new BTO flats begin paying S&CC from key collection, while HDB pays S&CC on vacant completed units before handover (MND written answer on S&CC, accessed Aug 2026).

Private condominiums and landed homes are outside town-council jurisdiction and pay maintenance through their management corporation or equivalent under strata rules instead (gov.sg town councils explainer, accessed Aug 2026). In daily life the practical distinction matters: a broken lift or corridor cleaning complaint goes to the town council (or via the OneService municipal channel), while electricity, water meter, and SP billing issues go to SP Group, and piped-gas faults go to City Energy. National estate-management structure and politics are covered in town councils; this section only situates S&CC as a move-in cost alongside utilities.

Critical perspectives on household utilities and rebates

The utilities system balances reliability, competition, conservation, and affordability. A consolidated account and regulated network simplify essential supply, while retailer choice can create price competition; households still need to understand separate gas, town-council, retailer, and SP responsibilities, deposits, estimated readings, and closing-account timing (SP Group, accessed Aug 2026; Open Electricity Market, accessed Aug 2026). A lower advertised electricity rate or a rebate is not the same as a lower total household cost if the billing arrangement, consumption, property type, or eligibility differs.

Water pricing and targeted U-Save or S&CC support also involve competing goals. Prices can signal scarcity and infrastructure cost, while rebates protect eligible households; households outside the qualifying population, tenants, or people with high usage may experience the policy differently (PUB Water Price, accessed Aug 2026; MOF July 2026 rebate release, accessed Aug 2026). Evaluations should name the financial year, flat type, consumption, household status, and whether the outcome is affordability, conservation, reliability, or administrative simplicity.

Paying bills, closing accounts, and household rebates

SP accepts payment through PayNow QR on the app or portal, credit or debit card on the app, eGIRO, internet banking, AXS, selected ATMs, and 7-Eleven outlets for most account numbers (SP Group residential guide, accessed Aug 2026). Setting up eGIRO at account opening lowers the security deposit for most property types (SP Group residential PDF, accessed Aug 2026). When closing an account on move-out, the deposit offsets final charges; any credit balance is refunded to the GIRO account or by cheque within about four to six weeks, and SP advises allowing up to 30 business days in busy periods (SP Group residential guide, accessed Aug 2026). GIRO terminates automatically after final charges clear; City Energy may charge a separate gas termination fee (SP Group residential PDF, accessed Aug 2026).

Eligible Singaporean HDB households receive GST Voucher – U-Save credits on the SP utilities account and S&CC rebates on the town-council account — neither is unrestricted cash (MOF July 2026 rebate release, accessed Aug 2026). For FY2026, MOF stated that eligible households receive up to S$570 of U-Save (flat-type dependent, with temporary Budget 2026 top-ups in April and July 2026) and up to 3.5 months of S&CC rebate (1- and 2-room flats), disbursed in April, July, October, and January (MOF July 2026 rebate release, accessed Aug 2026). Eligibility rules exclude, among other cases, households with no Singaporean owner/occupier (or tenant where the whole flat is rented), and households whose members own more than one property for U-Save; S&CC rebate rules separately exclude whole-flat subletting and private-property interest among lessees or essential occupiers (MOF July 2026 rebate release, accessed Aug 2026). Quote the financial year and flat type from social support rates rather than treating supplemented totals as permanent rates. Utilities and S&CC sit among the recurring lines in cost of living household budgets.
