Singapore-France Cultural Cooperation Roadmap (2026)

Singapore’s Ministry of Culture, Community and Youth (MCCY) and France’s Ministry of Culture signed the Singapore-France Cultural Cooperation Roadmap on 18 June 2026. MCCY described it as a shared commitment to deepen bilateral cultural cooperation, following the two countries’ earlier cultural-cooperation agreements and the elevation of their wider relationship to a Comprehensive Strategic Partnership (MCCY, 18 June 2026).

Background and bilateral context

Singapore and France first signed a bilateral agreement on cultural cooperation in 2009, refreshed through an Agreement on Enhancing Cultural Cooperation in 2019. MCCY said more than 100 collaborations had been initiated under that partnership since 2009, spanning joint exhibitions, cross-border artist residencies, skills development for cultural professionals and festival participation in both countries (MCCY, 18 June 2026).

The roadmap signing took place at the opening of the Crosscurrents exhibition at the Asian Civilisations Museum, a collaboration with the Musée du Louvre presented as part of the annual vOilah! France Singapore Festival. MCCY framed the exhibition — showcasing nearly 100 masterpieces, many seen for the first time in Southeast Asia — as evidence of institutional partnership rather than a one-off loan (MCCY, 18 June 2026).

The roadmap followed the 60th anniversary of diplomatic relations in 2025 and the elevation of Singapore–France ties to a Comprehensive Strategic Partnership during President Macron’s state visit. The roadmap is intended to deepen exchanges and capabilities in design, conservation, curation and technology. Arts education and implementation boundary

The University of the Arts Singapore is expected to engage France’s École des Beaux-Arts and National School of Decorative Arts on possible student and faculty exchanges, internships, projects and research collaboration. The roadmap is a cooperation framework: the announcement does not guarantee admission, residency selection, funding, an internship or participation for every artist or student; programme-specific details remain with the participating institutions (MCCY, 18 June 2026).
