Eureka Network Projects is Enterprise Singapore's route for Singapore companies seeking international partners and funding for joint research-and-development projects. It sits within the Global Innovation Alliance's market-access and networks offer. Enterprise Singapore describes the programme as supporting projects across multiple areas; in addition to a general open call, sector-, technology- and geography-specific calls may be launched during the year (Enterprise Singapore, accessed 27 August 2026).

Eureka network and Singapore's role

Eureka is an intergovernmental network through which ministries and funding agencies in participating countries support international research, development and innovation. Enterprise Singapore is the Singapore national funding body for the programme. The network page says it spans 47 countries and supports companies of different sizes, universities and research institutes with funding access, business-acceleration tools and expert advice; those network-wide figures describe Eureka's international platform, not a Singapore-specific award or participant count (Enterprise Singapore, accessed 27 August 2026).

2026 Biotech Call

When rechecked on 6 October 2026, Enterprise Singapore's page still listed the Biotech Call under “Ongoing Call” and gave its application deadline as 25 September 2026 at 11:59 p.m. Central European Summer Time. That deadline had passed by the recheck date. The page did not explain whether submissions after the deadline or any extension were being processed, so its “Ongoing Call” heading should not be treated as confirmation that applications remained open. This is a dated opportunity within the broader Eureka Network Projects programme, not a statement that every Eureka call is limited to biotechnology or that the deadline applies permanently to future calls (Enterprise Singapore, rechecked 6 October 2026).

Eligibility and application route

For the listed call, a project consortium must include at least one company from Singapore and at least one company from a participating country; the companies must be independent of one another. Each project partner should contribute no more than 70% of the total project contribution. A Singapore applicant must be a business entity registered and operating in Singapore, have at least 30% local equity held directly or indirectly by Singapore citizens and/or Singapore permanent residents at the ultimate-individual-ownership level, be financially ready to start and complete the project, and collaborate on a joint innovation project developing innovative products and applications for civilian purposes (Enterprise Singapore, rechecked 6 October 2026).

Both the Singapore company and its foreign partner or partners submit a joint application through Eureka's SmartSimple platform. In parallel, the Singapore company must submit through the Business Grants Portal, while foreign partners follow any additional submissions required by their own national funding agencies. Enterprise Singapore says the Eureka and agency-specific submissions must both be completed for an application to be considered complete (Enterprise Singapore, rechecked 6 October 2026). This is a co-development funding route, not an automatic grant for a Singapore company applying alone.
