Singapore's Green 100 Movement helps SMEs begin sustainability disclosure, while TR 149:2026 provides a four-level framework for organisations to progress towards environmental sustainability excellence.
Green 100 Movement and TR 149:2026
Singapore launched the Green 100 Movement and TR 149:2026 Specification for Organisations to Progress towards Environmental Sustainability Excellence on 21 May 2026. Enterprise Singapore, through the Singapore Standards Council and with A*STAR SIMTech and the Singapore Manufacturing Federation, launched TR 149 as a technical reference for organisations; it is a voluntary framework, not an Act or universal certification requirement (Enterprise Singapore, 21 May 2026).
What TR 149:2026 measures
The levels describe progression against the reference’s criteria; they are not a ranking of all Singapore companies and do not automatically certify a product, facility or supply chain. The continuous 12-month condition also means that a single disclosure exercise or isolated improvement should not be reported as completion of a higher level (Enterprise Singapore, 21 May 2026).
TR 149 organises progress into four maturity levels: Essential, Bronze, Silver and Gold. Each level requires an organisation to meet all applicable criteria across the framework's domains and subdomains over a continuous 12-month period. The five dimensions are People Readiness, Structure, Operations, Supply Network and Product Life Cycle; the Operations dimension includes greenhouse-gas emissions, energy, water and materials (Enterprise Singapore, 21 May 2026). The framework builds on A*STAR SIMTech's Green Compass and is intended for organisations of different sizes and sectors, including SMEs.
How Green 100 helps SMEs
Green 100 is a C3T initiative, co-chaired by the National Climate Change Secretariat and Singapore Business Federation. A participating large enterprise, called a Queen Bee, invites at least 100 SME suppliers, partners or customers. Participating SMEs use the Gprnt platform to complete a simplified disclosure aligned with TR 149's Essential level at no cost; the release says most SMEs should take about 10 minutes. Completion gives a digital Green 100 Badge and can support access to the Green 100 Network, supplier visibility, procurement or financing opportunities and later pathways to higher TR 149 levels (NCCS, 21 May 2026).
The Essential-level entry records basic information such as prior-year electricity, water, town gas, machinery-fuel and vehicle-fuel use, together with basic sustainability policies. NCCS reported 22 Queen Bees had joined when Green 100 was launched; that is a dated programme-participation count, not the number of all Singapore enterprises (NCCS, 21 May 2026). Future phases are intended to help participants progress towards Bronze, Silver and Gold. The TR 149 document itself is obtained through the Singapore Standards e-Shop, so “no cost” describes the Green 100 Essential disclosure path rather than free purchase of the technical reference.
Legal and participation boundary
TR 149:2026 and Green 100 are not a universal legal certification. Green 100 participation is organised through Queen Bee invitations and the programme’s platform, while progression uses the published framework and its evidence requirements. A Green 100 Badge should therefore not be presented as a government licence, a blanket environmental claim, or proof that an SME satisfies every customer, financing or sector requirement. Applicable statutory, contractual and sector-specific obligations remain separate, and a business must check the relevant regulator or counterparty for those obligations (Enterprise Singapore, 21 May 2026; NCCS, 21 May 2026).
