MPA's 2026 maritime skills package expands technical, shore-based and student pathways through vessel-management training, a maritime graduate diploma, applied postgraduate research, cybersecurity training, scholarships, internships and overseas exposure.
Maritime skills and career pathways 2026
On 23 April 2026, the Maritime and Port Authority of Singapore (MPA) described a package of education, training and talent measures to strengthen Singapore's maritime workforce as ships and shore-based operations become more digitalised and new fuels are introduced. The package is a set of pathways and partnerships, not one universal course or a single grant scheme (MPA, 23 April 2026).
Technical and shore-based pathways
The SMF–DNV–SIT Vessel Management Programme is a master's-level pathway for engineering and naval-architecture graduates and seafaring professionals who want to move into marine or technical superintendent roles. It uses structured, competency-based training and shipboard stints. SMU Academy's Industry Graduate Diploma (IGD) in Maritime, planned for August 2026, is a modular, practice-oriented route for mid-career professionals entering shore-based commercial maritime roles. Its two certificates cover maritime business and management, and maritime operations and risk management; participants may pursue targeted certificates or the full diploma, which can stack towards the Industry Practice Master of Digital Economy (MPA, 23 April 2026).
Applied research and maritime cybersecurity
SIT's Maritime Engineering Doctoral Training Centre (MEDTC) introduces industrial doctorate and master's programmes built around industry-defined applied-research projects, including marine electrification and battery safety. Separately, MPA, the Singapore Shipping Association, SIT and SUTD planned to launch the Cybersecurity for Maritime Operational Technology Programme in August 2026. That two-month programme is for corporate IT professionals in shipping companies and uses the MariOT simulator at SUTD's iTrust Centre to train participants on shipboard systems and simulated cyber incidents. It is a specialised maritime workforce course, distinct from general cybersecurity requirements and from the broader CASTLE programme at Singapore Polytechnic (MPA, 23 April 2026).
Scholarships, internships and exposure
MPA's release reported that in 2025 the MaritimeONE scholarship programme awarded 60 scholarships worth S$1.48 million, with 39 sponsoring organisations, and that the Singapore Maritime Foundation placed 169 students in internships across 81 companies. The MPA Global Internship Award provided overseas exposure to 42 participants in 2025. These are reported programme outputs for that reference year, not forecasts for 2026 and not evidence that every maritime student receives a scholarship or placement (MPA, 23 April 2026).
How to match a pathway to its audience
The measures address different points in the maritime talent pipeline. The Vessel Management Programme is aimed at technically trained graduates and seafarers moving towards shore-based superintendent work, while the IGD is for mid-career professionals seeking commercial, operational and leadership skills. MEDTC is a postgraduate applied-research route whose projects are defined with industry, whereas the maritime operational-technology cybersecurity programme is a short, specialised course for corporate IT professionals in shipping companies. Scholarships, internships and the Global Internship Award are talent-development and exposure mechanisms rather than automatic entitlements. The release also says outreach is expanding to secondary schools and junior colleges, so “pathways” includes early awareness as well as postgraduate training (MPA, 23 April 2026).
