The Singapore Business Federation (SBF) is Singapore's apex business chamber. It was established on 1 April 2002 under the Singapore Business Federation Act and represents the business community through advocacy, internationalisation, business services and capability building (SBF, About Us). This SBF is the business federation, distinct from the Singapore Buddhist Federation, which uses the same acronym in religious contexts.
Membership and statutory basis
Under the Singapore Business Federation Act, Singapore-registered local or foreign companies with paid-up or authorised share capital of at least S$0.5 million are statutory members. Other companies, associations, chambers, societies, firms and government agencies may apply for associate membership subject to SBF's rules (SBF, Membership). Statutory membership is a legal membership rule, not a claim that every business actively participates in SBF programmes or advocacy.
SBF reported 34,160 members as of December 2025, comprising 33,424 statutory members and 736 associate or constituent members (SBF, Membership). These are SBF membership figures for a dated organisational snapshot, not the number of all Singapore enterprises, employees or business establishments.
Advocacy and business support
SBF describes its work as creating value for members through policy advocacy, business missions, networking, market access, sustainability and capability development. It engages government, companies, trade associations and international partners; its role is a chamber and business-representation role, not a regulator that licenses every company or determines tax, employment or sector-licensing law (SBF, About Us).
The Federation's programmes and membership benefits can change. Participation in an SBF event, council, committee or overseas mission does not itself establish a government grant, regulatory approval or endorsement of a particular company. Companies should use the responsible agency for binding legal or scheme requirements.
SBF describes itself as a nexus between the business community and government. Its current action-agenda pages group its work under internationalisation, skills, technology, sustainability, social impact and collaboration among trade associations and chambers (TACs). That positioning gives SBF a channel for business representation and partnership-building, including on industrial-relations and policy issues, but it does not give the Federation the legal authority of a ministry, regulator or licensing board. A policy position or member service should therefore not be read as a binding rule for businesses outside the applicable law or scheme (SBF, About Us).
Representation and interpretation boundary
SBF's claim to be the apex business chamber describes its coordinating and representative position; it should not be converted into a claim that every Singapore company participates in, agrees with or is directly represented by every SBF position. The Federation's membership page separates statutory members from associate and constituent members, and the published membership total is a count of those categories rather than a census of all enterprises or an opinion survey of business views (SBF, Membership). This distinction is useful when interpreting SBF consultations, action agendas, council statements or business missions: they are channels for organised business advocacy and services, while binding requirements still come from the applicable legislation or public authority. SBF also differs from tripartite bodies such as the National Wages Council and Tripartite Jobs Council, whose functions are coordinated through government, employer and worker representatives; SBF may participate in policy dialogue without becoming the regulator or the sole voice of employers.
Governance and international role
The SBF Council oversees the Federation's affairs. The current council term published by SBF runs from June 2026 to June 2028, and council composition is therefore a time-bounded organisational fact (SBF, SBF Council). SBF also supports business internationalisation and connects Singapore companies with overseas markets and partners; those activities do not make it a ministry or diplomatic authority.
SBF is a business chamber under its statutory framework, while Enterprise Singapore, EDB, MTI and other public agencies administer government policy and schemes. Questions about SBF's membership threshold, services or current leadership should be answered from the latest SBF pages and the applicable date.
The membership categories also matter when interpreting the Federation's reach. Statutory members are Singapore-registered local or foreign companies meeting the S$0.5 million paid-up or authorised-capital threshold; constituent members include organisations such as chambers representing business groups; and smaller companies, associations, firms and government agencies may apply for associate membership, subject to approval. These categories are not interchangeable: statutory membership is not the same as active programme participation, while associate membership is not automatic. The published December 2025 membership total is consequently an organisational snapshot, not a census of Singapore businesses (SBF, Membership).
