SPRINT Urban-Innovation Procurement Pilot

SPRINT, short for Streamlined Procurement of Research Innovations & Technology, is a pilot green-lane procurement programme announced by the Ministry of National Development (MND) to streamline procurement and speed up government adoption of innovative research products. MND announced it at the Urban Solutions and Sustainability Research & Innovation Congress on 5 February 2026; the Building and Construction Authority’s page continued to describe it as a new pilot when last updated 28 August 2026 (BCA, 5 February 2026).

Administration and pilot scope

SPRINT is administered by the Housing & Development Board (HDB) and the Building and Construction Authority (BCA), and piloted by MND Family agencies. During the pilot, companies that meet SPRINT's requirements become qualified vendors, enabling direct procurement by MND Family agencies (BCA, 5 February 2026). The programme is therefore aimed at the path from research or innovation to public-sector adoption, not at general procurement by every Singapore Government agency or an automatic grant to innovators.

Intended benefits for innovators and government

The announced purpose is to reduce friction between an innovative product and government use. BCA says the streamlined process is expected to halve procurement timelines. SPRINT is also intended to help companies establish credentials as qualified government suppliers, widen market access and build industry track records (BCA, 5 February 2026). “Expected to halve” is a programme objective or forecast, not a measured result showing that every SPRINT procurement takes half the previous time.

Place in the urban-innovation pipeline

SPRINT was announced with other initiatives designed to translate urban and sustainability research into real-world outcomes. The same BCA release describes a S$40 million USS Translation Fund for local companies developing and commercialising urban and sustainability solutions, and a Built Environment AI Centre of Excellence jointly launched by MND and SUTD (BCA, 5 February 2026). These initiatives are related but distinct: SPRINT concerns procurement and qualified-vendor access; a translation fund concerns development and commercialisation support; and the AI centre concerns collaboration, built-environment AI solutions and capability building.

Status and boundaries

The official announcement establishes SPRINT as a pilot, identifies HDB and BCA as administrators, and says MND Family agencies will pilot it. It does not publish the complete qualification checklist, a universal tender exemption, a guaranteed purchase volume, or a binding promise that a qualifying company will receive an order (BCA, 5 February 2026). SPRINT should consequently be described as a procurement pathway under development, not as a general right to direct government contracting.
