Tender Lite for ICT Procurement
Scope and purpose
Tender Lite is a Singapore Government procurement category for tenders with an estimated value not exceeding S$1 million. It uses fewer and simpler contract conditions to improve access for businesses, especially small and medium-sized enterprises. The ICT component was implemented from April 2026, extending an approach previously used for general goods and services and construction procurement. Contract simplification and risk sharing
For ICT Tender Lite, MOF said it would streamline contract conditions and share selected delivery risks with businesses. Where possible, liquidated-damages clauses are removed; otherwise, liquidated damages for late delivery and service performance are capped at 10% of the relevant contract value. Security deposits are also removed under the announced approach, easing suppliers' cash-flow and compliance burden. (MOF, FY2026 Committee of Supply speech)
The simplification is about the contract conditions and risk allocation, not about lowering the Government's procurement standard. MOF says its procurement approach continues to consider value for money through both benefits and costs, which may include economic, social and environmental outcomes. A qualifying ICT tender can therefore be easier for a smaller supplier to assess and price while still requiring the supplier to deliver the published technical and service requirements (MOF, FY2026 Committee of Supply speech, accessed 12 September 2026).
Relationship to other procurement routes
Tender Lite is a sub-category of Tender, so the ordinary sourcing mechanisms for Tender still apply. It is not a grant, a supplier-registration exemption or a guarantee of award. Agencies continue to define the procurement requirement and evaluate bids under the relevant tender documents; the simplified conditions do not remove the need to meet the stated technical, financial and other requirements. The ordinary procurement stages also remain important. MOF describes sourcing, evaluation, approval of award and contract management as separate stages; bids are assessed against the published criteria, and an approved award notice identifies the supplier and contract sum on GeBIZ. Coverage boundary
With Tender Lite for general goods and services, construction and ICT, MOF says Tender Lite covers procurement with tender values up to S$1 million across those categories. The value threshold is an estimated procurement value, not a promise that every government purchase below S$1 million will use identical clauses or be awarded to an SME.
