Enhanced Budget 2026 Cost-of-Living Special Payment
The Enhanced Budget 2026 Cost-of-Living (COL) Special Payment is a cash support measure for eligible adult Singapore citizens. The Ministry of Finance (MOF) says the September 2026 payment will range from S$400 to S$600, with the amount determined by assessable income for Year of Assessment 2025 and the Annual Value of the recipient's place of residence (MOF, 13 August 2026, accessed 30 August 2026). It is a targeted government transfer, not a universal payment to every Singapore resident.
Eligibility and payment timing
MOF states that eligible recipients must be Singapore citizens aged 21 or older in 2026, own no more than one property, and have assessable income for YA2025 of no more than S$100,000. Annual Value of the place of residence is also considered to provide more support to those with lesser means (MOF, 13 August 2026, accessed 27 August 2026). Eligible recipients are scheduled to receive the payment automatically from 9 September 2026; citizens can check eligibility through govbenefits.gov.sg with Singpass.
Amount, population and payment channels
MOF expects over 2.4 million adult Singapore citizens to receive between S$400 and S$600 in September 2026. The population figure is an MOF estimate for eligible adult citizens, not the total citizen population and not a per-household amount (MOF, 13 August 2026, accessed 27 August 2026). PayNow-NRIC-linked bank crediting is the default where available; otherwise, payment may use bank details previously provided to Government. Official SMS notifications only inform recipients of benefits and do not ask them to click links, reply or disclose information.
