Dormitory Transition Scheme and Grant

Singapore's Ministry of Manpower (MOM) uses the Dormitory Transition Scheme (DTS) to move eligible existing migrant-worker dormitories toward stronger public-health resilience and living standards. Existing dormitories not already on the New Dormitory Standards (NDS) must meet the DTS interim standards by 2030 and the NDS by 2040. New dormitories established after 18 September 2021 must meet NDS from the start of operations (MOM, Dormitory Transition Scheme, last updated 3 August 2026).

Interim and new standards

Under the DTS interim standards, a room may house no more than 12 residents, each resident must have at least 3.6 square metres of living space excluding shared facilities, and toilets must be ensuite with at least one toilet, shower and hand-wash basin per six residents. Isolation facilities must also meet specified capacity and room requirements. The NDS retains the 12-resident room cap and six-resident toilet ratio but raises living space to at least 4.2 square metres per resident and requires at least one-metre bed spacing (MOM, Dormitory Transition Scheme).

Which dormitories must transition

The DTS applies to existing dormitories that are not already on NDS, subject to MOM's eligibility rules. Dormitories with government leases expiring in 2033 or earlier are exempt because retrofitting is not considered practical for short remaining leases. If an exempt dormitory seeks a new lease after expiry, it must meet both DTS by 2030 and NDS by 2040. Dormitories with six or fewer beds that are not licensed under the Foreign Employee Dormitories Act are not required to undergo DTS or NDS, although MOM encourages compliance where possible (MOM, Dormitory Transition Scheme; MOM, DTS FAQ).

Grant and retrofit timing

MOM's DTS grant partially defrays specified retrofit costs for eligible dormitories holding valid licences as of 28 February 2026, with government leases expiring after 2033 and not already on NDS. For each new room meeting the occupancy limit, the grant is S$4,200 for completion in 2026–2028 or S$3,000 in 2029–2030; for each ensuite toilet it is S$9,800 or S$7,000; and for each isolation facility with an ensuite toilet it is S$12,300 or S$8,800, respectively. The grant amount depends on the type and extent of required retrofit works, and the earlier window receives higher funding (MOM, DTS grant, 17 January 2026; MOM, Dormitory Transition Scheme).

Compliance planning boundary

Eligible operators must submit an intended retrofit schedule for MOM's approval and commit to completing the works within the approved schedule. An operator may retrofit directly to NDS during the DTS window, but the grant is computed against the minimum infrastructure needed to meet DTS interim standards, not the higher NDS standard. The scheme is therefore a staged housing-standard transition and targeted grant, not a general subsidy for every dormitory improvement or a new work-pass entitlement (MOM, Dormitory Transition Scheme; MOM, DTS FAQ).
