Foreign Service Scholarships
MFA's PSC and Singapore Government Foreign Service Scholarships support undergraduate and mid-term overseas study for candidates preparing for careers in Singapore's Foreign Service.
Foreign Service Scholarships
What the scholarships are
The Ministry of Foreign Affairs (MFA) offers Foreign Service Scholarships for students preparing for a career in Singapore's Foreign Service. The undergraduate route is available to pre-university students, while mid-term scholarships are available to undergraduates who already have university results. The two scholarship types are the PSC Scholarship (Foreign Service), administered by the Public Service Commission, and the Singapore Government Scholarship (Foreign Service), administered by MFA; mid-term awards are available under both schemes. (MFA)
The scholarships are therefore career-development awards with two administrative routes, rather than a single generic “MFA scholarship”. The distinction matters for applicants comparing the PSC-administered and MFA-administered awards, while the shared Foreign Service purpose explains why both appear on the same MFA careers page (MFA, accessed 12 September 2026).
Study and development opportunities
The scholarships support study in most disciplines at leading overseas universities. MFA encourages scholars to consider non-English-speaking destinations, including China, France, Germany and Japan. Subject to eligibility, the programme can include language training, exchange, postgraduate study, internships at MFA headquarters and overseas missions, and a dedicated mentor. (MFA)
These opportunities describe the development environment offered to scholars, not compulsory destinations or an entitlement to every listed activity. MFA states that exchange, postgraduate study and other opportunities are subject to eligibility; internships and language exposure are preparation for public-service work rather than a promise of a specific overseas posting (MFA, accessed 12 September 2026).
Eligibility
Applicants should be interested in an MFA career and demonstrate leadership and interest in public diplomacy or international relations. They must be Singapore citizens, or Singapore permanent residents who intend to take up Singapore citizenship. Undergraduate applicants need GCE A Levels, the International Baccalaureate, a polytechnic diploma with merit, or an equivalent qualification; mid-term applicants must also have at least one semester of university results. (MFA)
The criteria combine citizenship intent, academic entry route and demonstrated interest in the work of the Foreign Service. “Mid-term” refers to an undergraduate applicant who already has university results, while the undergraduate route is for pre-university applicants; neither label should be read as a separate professional qualification or as evidence that an applicant will automatically be selected (MFA, accessed 12 September 2026).
Sponsorship and bond
The award covers tuition, maintenance and other allowances, and return airfare. Subject to eligibility, it can also support an exchange and a Master's degree. The bond is six years for study in English-speaking countries and five years for study in non-English-speaking countries. (MFA)
The two scholarship labels should not be collapsed into one administrator: MFA states that the PSC Scholarship (Foreign Service) is administered by the Public Service Commission, while the Singapore Government Scholarship (Foreign Service) is administered by MFA. Mid-term awards are available under both types (MFA, accessed 12 September 2026). Both routes prepare scholars for Foreign Service careers, but the scholarship page does not say that an award guarantees appointment to a particular posting, rank or overseas mission.
Application cycle
For the cycle stated on MFA's page, applications run from 1 September 2026 to 15 March 2027 through the PSC Gateway Portal. The published window and requirements are time-sensitive; applicants should check MFA's current page and the application portal for the applicable cycle. A scholarship supports preparation for a Foreign Service career, but the page does not state that an award guarantees appointment to a particular role. (MFA)
The application route is shared even though the scholarships have different administrators: MFA directs applications for both the PSC and Singapore Government Foreign Service scholarships to the PSC Gateway Portal. The current cycle is open from 1 September 2026 to 15 March 2027, and the page was last updated in September 2026; later cycles may have different dates or requirements (MFA, updated 7 September 2026).
