EPMA Regulated Chiller and GHG Entity Fees 2026

The National Environment Agency (NEA) will revise two fees under Singapore's Environmental Protection and Management Act (EPMA) with effect from 31 October 2026. The change was announced in NEA Circular NEA-CMD-CIRCULAR-EPMA-00001-2026 dated 31 July 2026, and NEA said the adjustment reflects cumulative administrative and operational cost increases since the fees were introduced in 2022 (NEA, 31 July 2026).

Revised fees

The registration and renewal fee for a regulated chiller will rise from S$160 to S$190. The registration fee for a GHG entity will rise from S$500 to S$670. The revised amounts apply from 31 October 2026; they are not current fees before that effective date (NEA, 31 July 2026).

Regulated-chiller scope

For this fee notice, a regulated chiller is an electrically driven water-cooled chiller with a cooling capacity of at least 1,055 kW that is used for one or more purposes including producing chilled water for air-conditioning. The notice is directed to registered chiller suppliers and BCA-registered contractors for air-conditioning, refrigeration and ventilation works; the fee revision should not be read as a new universal charge on every air-conditioning unit or every cooling system in Singapore (NEA, 31 July 2026).

GHG-entity scope and timing

The revised S$670 GHG-entity registration fee applies to new registrations of GHG entities conducting refrigerant-handling work on an electrically driven water-cooled chiller whose use or operation requires a refrigerant with a global-warming potential above 15. The circular changes the prescribed registration fees; it does not itself change the underlying EPMA registration criteria or create a new refrigerant threshold (NEA, 31 July 2026).
