Caregiver Support Touchpoints (2027)

Singapore plans to equip eight aged-care service providers and Enabling Services Hubs (ESHs) with Caregiver Support Touchpoints (CSTs) from 2027. The plan was stated by the Minister for Health at the Home Nursing Foundation’s 50th Anniversary Caregiving Conference on 4 September 2026 (MOH, 4 September 2026).

Status and implementation boundary

CSTs are a planned service-support arrangement within Singapore’s aged-care and caregiver-support system. The announcement establishes the intended number of participating providers and hubs and the planned 2027 timeframe; it does not by itself publish a complete list of locations, operating hours, eligibility rules, service fees or a universal caregiver entitlement. Place in caregiver support

MOH identified five aged-care-provider locations in Tiong Bahru–Redhill, Toa Payoh, Bedok, Bukit Panjang and Yishun, plus three ESH locations in Tampines, Punggol and Jurong. Staff are intended to help caregivers identify needs, understand available support and connect to services, respite or peer support. MOH also said a common caregiver-training framework is planned for early 2027, with information organised around caregivers’ stages of need; these are announced plans, not proof of current availability (MOH, 4 September 2026).

The planned touchpoints should be read as an access and support component associated with aged-care providers and ESHs, not as a replacement for home nursing, community care, social-service assessment or emergency medical services.
