GovernWell: Excellence in Charity Leadership
GovernWell: Excellence in Charity Leadership is a pilot training programme announced by the Commissioner of Charities and Charity Council with five training partners. The programme is intended to equip charity leaders with knowledge, skills and tools for leadership, integrity, accountability and good governance (Commissioner of Charities and Charity Council, accessed 27 August 2026). GovernWell is governance training for leaders of registered charities, not a charity-registration route, an Institution of a Public Character approval, or a general public course.
Structure and eligible participants
GovernWell comprises four modules totalling 68 CPD hours. The published target audience is governing-board members, sub-committee members, and C-Suite and D-Suite leaders of registered charities in Singapore (Commissioner of Charities and Charity Council, accessed 27 August 2026). Delivery is predominantly through e-learning, and participants are encouraged to complete all modules within two years; individual modules may be taken according to a participant's needs and experience. The four-module structure and two-year completion guidance do not mean that every leader must complete GovernWell as a statutory condition of charity registration.
Fees, subsidy and related modules
The official page lists fees of S$1,000–S$1,200 per module and says charities may be eligible for subsidies of up to 80% through the Charities Capability Fund Training Grant, subject to the applicable funding terms (Commissioner of Charities and Charity Council, accessed 27 August 2026). The published subsidy ceiling is up to 80%, but it is not automatic for every charity, participant or module. The programme also points to partner offerings including complimentary foundational SGOOD 2.0 board-essentials videos, Ethics for Charity Boards in Singapore, Social Impact Essentials: Measuring and Communicating Impact, and Financial Stewardship for Charities. The partner offerings are not interchangeable with charity-registration requirements.
