M³+ family support: marriage, parenthood and early childhood

M³+ Focus Area 1 provides a continuum of community support for Malay/Muslim couples and their families across marriage, parenting and early childhood development. The M³+ page says the focus area is available through community programmes in various M³+@Towns and is headed by the Minister of State for Foreign Affairs and Social and Family Development (M³+, last updated 26 August 2026). M³+ is a community-coordination and service-delivery ecosystem, not a replacement for Singapore's statutory marriage rules, a single cash benefit, or a universal early-childhood eligibility pathway.

Bersamamu marriage and family support

Bersamamu supports Muslim couples before solemnisation and throughout their first two years of marriage. The ground-up initiative is delivered by Kadi and Naib Kadi, with oversight from the Registry of Muslim Marriages (ROMM); couples begin with a face-to-face meeting before solemnisation and may be encouraged toward marriage-preparation programmes such as Cinta Abadi. The page says that nine female Asatizah were added in August 2023 to provide specialised support and a safe space for women (M³+, last updated 26 August 2026).

From June 2026, the Bersamamu ecosystem is described as adding selected post-solemnisation face-to-face sessions, Family Development Officers at four lead mosques—Al-Falah, Al-Khair, Darul Ghufran and An-Nur—and the integration of ARIF as a permanent component. M³+ reports that more than 36,000 couples have benefited from Bersamamu since its launch in 2019; this is a programme-reported cumulative figure, not a count of all Malay/Muslim marriages or a guarantee that every couple receives every listed service (M³+, last updated 26 August 2026).

ARIF and the expanded ecosystem

ARIF means Achieving Resilient & Inspiring Families. Piloted in 2020 with support from Temasek Foundation, it connects newlywed Malay/Muslim couples with support from Kadi or Naib Kadi, KK Women's and Children's Hospital social workers and medical professionals on marriage, pregnancy, maternal and child health, and financial or social needs. Listed services include lactation education, health and meet sessions, parenting support groups and couples' programmes (M³+, last updated 26 August 2026).

M³+ reports that ARIF has benefited more than 5,000 couples since launch and that, from June 2026, ARIF joins AMP Singapore as a permanent component of the expanded Bersamamu ecosystem. The page describes collaboration with MCCY, ROMM, MUIS, KKH, mosques and other partners to curate services, but the figure is not a national maternal-health outcome, a per-couple entitlement or proof that every partner service is available to every household (M³+, last updated 26 August 2026).

ReadySetLearn and early learning

ReadySetLearn (RSL) is presented as a parent-empowerment programme for families with children aged 16 and below, with a Parenting Festival, Maths Explorer, Language Explorer and an RSL Kit. RSL Maths Explorer—previously known as KelasMateMatika—is designed for parents with preschool children aged four to six and uses facilitated, play-based activities around numbers, colours, shapes and sizes. RSL Language Explorer is designed for families with children aged zero to six and uses parent-child workshops, book delivery subscriptions and monthly challenges to encourage early language development (M³+, last updated 26 August 2026). The RSL programmes are parenting and learning supports; they do not replace preschool registration, compulsory education or a clinical developmental assessment.

Relationship to national family support

The M³+ page also points families toward KidSTART, which supports lower-income families from pregnancy to age six through antenatal care and personalised postnatal support. The page states an indicative eligibility screen of a pregnant mother or Singapore Citizen child aged six or below, with gross monthly household income of S$2,500 or below or per-capita income of S$650 or below, subject to the programme's current application and assessment route (M³+, last updated 26 August 2026). M³+ therefore complements, rather than replaces, the national programmes and eligibility rules covered in children and parenting support; users should check the named programme or official referral channel for current access.
