Singapore's Star Ambassadors programme is a specialised-role component of a planned unified migrant-worker volunteer programme. The Ministry of Manpower (MOM) announced it on 14 December 2025 as part of plans to merge MOM's Friends of ACE (FACE) volunteers and Migrant Workers' Centre (MWC) ambassadors in 2026. Star Ambassadors are intended to serve as role models and support links within migrant-worker communities (MOM, 14 December 2025).
Programme purpose and volunteer roles
The unified programme is intended to help MOM and MWC manage and deploy migrant-worker volunteers more effectively and expand outreach across the community. Within it, Star Ambassadors may take on specialised roles such as serving as dormitory representatives for fellow resident workers or helping community partners organise recreation and sporting activities at recreation centres (MOM, 14 December 2025). These are community-support and representation roles. The announcement does not establish that Star Ambassadors are government officers, professional social workers, medical providers, or legal representatives, and it does not publish a universal duty list or a formal decision-making authority for volunteers.
Relationship to FACE and MWC ambassadors
Before the planned merger, MOM described about 2,000 migrant workers as serving through the two existing groups: FACE volunteers and MWC ambassadors (MOM, 14 December 2025). That figure is the reported combined volunteer population at the time of the announcement, not a Star Ambassadors headcount and not proof that all 2,000 would automatically receive the specialised title. The merger is an organisational and outreach arrangement; it does not by itself replace the Migrant Workers' Centre, NGOs, recreation-centre operators, healthcare providers or MOM's existing channels for assistance.
Timing and participation boundary
MOM said the two volunteer groups would be merged under one unified programme the following year, meaning 2026 relative to the 14 December 2025 announcement. The speech says the new programme would identify Star Ambassadors based on specialised roles, interests and abilities, but it does not publish a final launch date, application procedure, selection quota, training syllabus or eligibility test (MOM, 14 December 2025). The programme should therefore be treated as an announced volunteer structure with implementation details to be checked against later MOM or MWC guidance, rather than as a statutory migrant-worker benefit or a guarantee that every migrant worker can become a Star Ambassador.
