Agri-food Cluster Transformation (ACT) Fund

The Agri-food Cluster Transformation (ACT) Fund is Singapore Food Agency (SFA) support for local farms to adopt technology and build productive, climate-resilient and resource-efficient capabilities. SFA first introduced the fund in April 2021 with a S$60 million allocation; a new S$70 million tranche, referred to as ACT Fund 2, is available from 2026 to continue support for local production capability and capacity (SFA, ACT Fund, accessed 30 August 2026; SFA food-supply factsheet, accessed 30 August 2026). These are programme-level allocations, not a guaranteed grant amount for every farm.

Who can apply

ACT funding is available only to a local farm in Singapore with a valid farm licence issued by SFA. The farm should also have been free of ongoing unauthorised or illegal activities for at least one year before the application date; where an offence record exists, it must have been satisfactorily resolved and closed before the application can be considered (SFA, ACT Fund, accessed 30 August 2026). The licensing and compliance boundary applies to the farm applicant; it does not make every agri-food business, technology vendor or research project automatically eligible.

Three support components

The fund has three components. Capability Upgrading (CU) supports pre-scoped farming solutions and equipment, consultancy and certification services, including support toward Singapore Clean and Green Urban Farms or Singapore Good Agricultural Practice certification. SFA states that the CU standards-adoption and technical-consultancy support includes a one-off S$15,000 for qualifying consultancy and certification fees, split as S$10,000 for consultancy and S$5,000 for certification-related fees (SFA, ACT Fund, accessed 30 August 2026). Technology Upscaling (TU) supports large commercial-scale, automated and advanced farming systems, as well as standalone pre- and post-harvest facilities. Industry Partnership for Capability Transformation (IPCT) supports joint projects and shared platforms involving farms and agri-tech stakeholders, private-sector partners, research institutes or institutes of higher learning.

Application and processing

Applicants choose the component, review its guidelines and submit the application with supporting documents through the Business Grants Portal using CorpPass. SFA directs applicants for the agri-food Productivity Solutions Grant to the BGP portal and applicants for other ACT components to BGP 2.0 (SFA, ACT Fund, accessed 30 August 2026). Assuming a complete application, SFA says review takes around 12–20 weeks, during which it may request clarification. An approved applicant receives a Letter of Offer stating the conditions and grant amount and must accept it within the stated timeline; the published process does not promise approval or a universal funding rate.

How to interpret ACT support

ACT support is intended to change farm capability rather than subsidise ordinary operations without conditions. TU may cover commercial-scale production systems and related facilities, while IPCT targets solutions that benefit multiple farms or the wider ecosystem. SFA's current documents state the component-specific requirements, qualifying costs, deadlines and templates; those documents should be checked before applying because the fund has been revised over time. ACT is distinct from the SG Fresh Produce logos, which identify local produce and certification tiers, and from the Farm-to-Table Recognition Programme, which recognises HoReCa procurement of local produce.
