Laboratory Recognition Programme
The Laboratory Recognition Programme (LRP) is a Singapore Food Agency (SFA) framework for building a network of accredited private laboratories that can support the food industry's testing needs. It also gives SFA oversight of the capability and capacity of recognised laboratories providing food-safety testing services (SFA, LRP, accessed 29 August 2026). The LRP is therefore part of the testing and assurance infrastructure; it is not a food-establishment hygiene grade, a public laboratory licence for every test, or a guarantee that a food product has passed every possible analysis.
Who can apply and the minimum accreditation boundary
Applicants must have local testing facilities to support the LRP and be accredited by the Singapore Accreditation Council or an accreditation body covered by the ILAC mutual-recognition arrangement to ISO/IEC 17025. SFA grants recognition only after assessing and verifying that the laboratory meets the LRP requirements (SFA, LRP, accessed 29 August 2026). Recognition is consequently tied to the laboratory and the approved scope of testing; it should not be read as an unlimited endorsement of every method, matrix or parameter offered by that laboratory.
Application and verification process
Applicants review the LRP terms and conditions in SFA's Food Safety Management Information System (FSMIS), submit application details with a scope spreadsheet and supporting documents, and undergo SFA review. For new and renewal applications, SFA conducts an on-site verification check at the laboratory premises; a change-of-scope application may also receive an on-site check when necessary (SFA, LRP, accessed 29 August 2026). SFA says an application generally takes about four months from receipt, although the duration varies with compliance, the complexity of the requested scope and the need for clarification. This is a processing estimate, not a guaranteed service standard.
What recognition enables
LRP recognition enables a laboratory to offer services to food companies seeking recognised laboratories for in-house quality testing or applications for export certificates. Recognised laboratories may also support SFA food-testing needs through outsourcing tenders and may use the LRP certification mark with SFA's permission (SFA, LRP, accessed 29 August 2026). SFA publishes a current list of recognised laboratories and their recognition schedules; the list is a dated operational registry rather than a permanent list of every laboratory in Singapore.
Relationship to food-business duties
Food-establishment operators remain responsible for meeting their own regulatory duties. SFA states that licensees must send food products to laboratories under the LRP regularly for laboratory tests where required for food-safety assurance (SFA, operator responsibilities, accessed 29 August 2026). LRP recognition concerns the testing provider and its approved capability; it does not replace the operator's obligations, SFA's regulatory limits for contaminants, or the separate SAFE framework used for food-establishment assurance.
