Last-mile Delivery Guide for Developments 2026

The Land Transport Authority (LTA) and Urban Redevelopment Authority (URA) published the Last-Mile Delivery Guide for Developments on 1 September 2026. It gives architects, developers, building managers and related professionals recommended design and operational practices for facilitating food and parcel deliveries in developments. The guide responds to common problems such as difficult access, parking conflicts, confusing wayfinding and poor connectivity, and is intended to improve safety and delivery efficiency for delivery personnel, residents, tenants and security officers (URA, 1 September 2026; LTA/URA guide, 1 September 2026).

Recommended development practices

The guide groups its recommendations around facilitating entry, providing delivery waiting bays (DWBs), and easing navigation and wayfinding. Examples include clear registration instructions and signs, collection points or lockers near entrances, self-collection arrangements, designated parking for delivery motorcycles, bicycles and power-assisted bicycles, and routes that are well lit and easy to navigate. It suggests sizing one DWB at about 0.7 m by 1.8 m for a bicycle or power-assisted bicycle and 0.8 m by 2.4 m for a motorcycle, according to expected demand; these are guide dimensions, not a blanket statutory parking quota (LTA/URA guide, 1 September 2026).

Status and relationship to binding requirements

The circular supersedes URA’s 30 November 2022 advisory note on safe and efficient pick-ups at commercial malls. It strongly encourages building owners, developers, qualified persons and building managers to adopt the recommendations where feasible. The guide supplements, rather than displaces, prevailing technical-agency Codes of Practice, requirements and design standards, which take precedence. It is therefore a planning and operational reference for delivery-friendly developments, not a new universal licensing scheme or a standalone mandate that every development implement every recommendation (URA, 1 September 2026).
