Master Plan 2025 Amendments: September 2026 Rezoning Proposals

On 4 September 2026, the Urban Redevelopment Authority published proposed amendments to Singapore’s Master Plan 2025. The proposals cover Lots TS07-00160N and TS07-00164M at South Bridge Road, and Lot TS07-00458C at North Canal Road. Each proposal would rezone land from Commercial to Hotel use while retaining a maximum permissible plot ratio of 4.2 gross (URA, 4 September 2026).

Public inspection and representations

URA said certified copies of the proposals could be inspected at The URA Centre during office hours from 4 September to 3 October 2026, and that the amendments could also be viewed online. Objections or representations had to be submitted in writing to the Permanent Secretary, Ministry of National Development, by 3 October 2026, stating the grounds as required under Rule 5 of the Planning (Master Plan) Rules (R1) (URA, 4 September 2026).

Status and interpretation

These are proposed amendments, not evidence that hotel use has already been approved, that construction has begun, or that a particular development application will succeed. The notice records the proposed land-use and plot-ratio parameters and the statutory representation window; detailed development controls and later planning decisions remain subject to the applicable planning process (URA, 4 September 2026).
