GovWallet

GovWallet is Singapore’s digital wallet service for eligible government payouts and credits. The official service site says users can receive and spend payouts, or make payments to government agencies, through supported government apps such as LifeSG and Workpal (GovWallet, updated 3 September 2026). GovWallet is a payout and payment rail developed within the government digital-services stack led by government technology agency, not a standalone benefit scheme, personal bank account or universal cash entitlement.

Service model and access channels

GovWallet is not a dedicated GovWallet mobile application. GovTech describes it as a backend digital-wallet module integrated into trusted government apps, including LifeSG, Singpass, Workpal, Healthy 365 and CrowdTaskSG (GovTech, last updated 8 July 2025). Users access eligible payouts through these frontends after signing in with Singpass. As of the service site update on 3 September 2026, GovWallet also supports payments to Singapore government agencies and participating merchants through the same supported apps (GovWallet, updated 3 September 2026). The integration model means GovWallet coordinates payout delivery and spending rails; it does not by itself determine whether a person qualifies for a particular scheme.

GovTech says GovWallet had served around 1.3 million users as of July 2025, with spending through PayNow and NETS merchant networks (GovTech, last updated 8 July 2025). Those figures describe reported adoption at that time, not a universal population entitlement or a guarantee that every listed merchant accepts every scheme’s credits.

Spending, withdrawals and GovCash

The GovWallet service supports QR-based spending at merchants that accept PayNow or NETS under the rules of each onboarded scheme (GovWallet FAQs, accessed 5 September 2026). Scheme operators can restrict where credits may be spent; scanning an unsupported payment QR may return an error, and some merchant categories such as wallet top-ups or investment firms may be excluded (GovWallet FAQs, accessed 5 September 2026). GovWallet therefore provides payment rails, not unconstrained cash-like spending everywhere.

For beneficiaries who prefer cash, GovWallet integrates with the GovCash withdrawal pathway at OCBC ATMs and related LifeSG scan-and-pay options described on Govbenefits and the GovTech developer portal (GovTech developer portal, last updated 28 May 2026). GovCash uses Singpass face verification and a payment reference number for ATM withdrawals; users do not need an OCBC bank account for that pathway. GovCash is a payout withdrawal mode for eligible schemes, not a separate universal benefit.

Boundaries with schemes, banks and Singpass

Eligibility, payout amounts, expiry dates and permitted spending merchants are set by the underlying government scheme and its published terms, not by the GovWallet brand alone (GovWallet schemes, accessed 5 September 2026; GovWallet FAQs, accessed 5 September 2026). A person without a bank account may still receive certain credits into GovWallet, but that feature does not replace each scheme’s qualifying conditions.

GovWallet should be distinguished from Singpass, national digital identity authentication, personal bank accounts and direct GIRO crediting. Singpass verifies identity; banks hold deposits; GovWallet stores and displays eligible government payout credits within supported apps. Receipt of a GovWallet credit does not prove approval of an unrelated application or membership in every listed payout programme (GovTech, last updated 8 July 2025).
