Singapore's People's Association Sparks Community Innovation Initiative helps selected Community Clubs host resident-led problem-solving through Community Innovation Spaces, taskforces, a community hackathon and a Citizens Developer network.
Sparks Community Innovation Initiative
Singapore's Sparks is a People's Association (PA) community-innovation initiative that enables selected Community Clubs (CCs) to facilitate resident-driven solutions for local challenges and community development. PA describes it as a movement “by the community, for the community”, intended to move CCs beyond traditional service provision and make them catalysts for community-led innovation (People's Association, accessed 30 August 2026). Sparks is therefore a PA grassroots-participation platform, not a universal grant, a town-council maintenance function or an Open Government Products programme by itself.
Community Innovation Spaces and Taskforces
The core physical component is the Community Innovation Space (CIS). PA selected 10 pilot CCs to redesign part of their premises so residents, volunteers, community partners and corporate partners can brainstorm, share insights and test solutions. The pilots are Geylang West and Pek Kio in Central Singapore; Buangkok and Pasir Ris East in North East; Nee Soon South and Zhenghua in North West; Mountbatten and Kampong Chai Chee in South East; and Boon Lay and Tengah in South West (People's Association, accessed 30 August 2026; PA launch announcement, 22 March 2025). The 10-CC figure is a pilot scope, not a claim that every Singapore CC is a Sparks site.
Each Sparks-at-CC has a Community Innovation Taskforce (CIT) made up of Grassroots Leaders and partners. The taskforce provides local insight into community needs, drives ideation sessions and activities in the CIS, and helps participating stakeholders turn ideas into tangible local solutions (People's Association, accessed 30 August 2026). The first CIS, at Geylang West CC, was unveiled on 22 March 2025; PA said that site had already begun its community-innovation journey in October 2024 and had developed initiatives including wheelchair repair with residents, volunteers and partners (PA launch announcement, 22 March 2025).
Funding and the community hackathon
At the initiative's March 2025 launch, PA announced funding of up to S$20,000 for each initiative, supporting up to 50 initiatives over the next three years. This is an announced support ceiling and programme capacity, not an automatic payment to every resident, team or idea; the launch source does not establish a universal application entitlement (PA launch announcement, 22 March 2025).
The Sparks x Build for Good (BFG) Community Hackathon is one component under the wider initiative. PA and Open Government Products (OGP) combined PA's community connections with OGP's technology and hackathon experience. Participants received support from CITs, technology mentors and workshops to develop prototypes for local community problems. The inaugural finale took place on 12 July 2025 at Heartbeat@Bedok; PA reports an audience of about 1,000, 21 teams, 100 youths, and five winning teams progressing to the BFG Accelerator Programme (People's Association, accessed 30 August 2026). The hackathon is thus a technology-focused route within Sparks, not the definition of Sparks as a whole.
Sparks Citizens Developer network
The Sparks Citizens Developer network connects selected community innovators and stakeholders for further collaboration. PA says selected hackathon teams work with the relevant CITs to pilot solutions in local communities, with support that can include mentorship from PA's information-and-communications-technology teams and partners, funding, and access to PA's community network for user testing (People's Association, accessed 30 August 2026). This support describes a pathway for selected teams and pilots; it does not make every hackathon participant a PA employee, guarantee deployment, or turn every community proposal into a funded project. Residents or partners interested in joining the movement are directed by PA to contact PA_Partnership@pa.gov.sg (People's Association, accessed 30 August 2026).
