Building (Strata Management) Act Review 2026

Singapore's Building and Construction Authority (BCA) held a public consultation from 9 March to 8 April 2026 on proposed areas for reviewing the Building (Strata Management) Act. The Act provides the legal framework for managing strata-titled properties and sets duties and obligations among subsidiary proprietors, management councils and managing agents (REACH/BCA, updated 29 May 2026).

What the 2026 review consultation covers

The 2026 review consultation covers four broad objectives: helping Management Corporations Strata Title (MCSTs) work towards adequate funds for estate maintenance; lowering resolution levels to facilitate essential upgrades in strata developments; equipping MCSTs to run their estates better; and improving the clarity of existing provisions (REACH/BCA, updated 29 May 2026). Status and practical boundary

The consultation was open from 9am on 9 March 2026 to 5pm on 8 April 2026 and is now closed (REACH/BCA, updated 29 May 2026). BCA states that the proposals were released for public consultation only and do not represent final legislation; residents, subsidiary proprietors and MCSTs should therefore not treat them as changes to the current law (REACH/BCA, updated 29 May 2026). BCA says the Act was last comprehensively amended in 2017 (REACH/BCA, updated 29 May 2026).

Current statutory framework

The Building (Strata Management) Act 2004 is the current Singapore statute governing strata management; Singapore Statutes Online displayed a version current as at 30 August 2026 when checked on 5 September 2026 (Singapore Statutes Online, Building (Strata Management) Act 2004). Its contents include the appointment of the Commissioner of Buildings, dealings in strata-subdivided buildings, management by an owner developer before an MCST is constituted, management-corporation powers and duties, subsidiary management corporations, the Strata Titles Boards, offences and regulations (Singapore Statutes Online, Building (Strata Management) Act 2004). The statutory text, including its commencement and amendment annotations, is the reference point for the law currently in force; the 2026 BCA consultation is a separate proposal process.

Statutory change effective 1 October 2026

Section 16(b) and (c) of the Statutes (Miscellaneous Amendments) Act 2026 comes into operation on 1 October 2026. It amends section 38(3) of the Building (Strata Management) Act 2004 to add organising a social, cultural, educational or sports activity—or a similar activity—for the benefit of all subsidiary proprietors and occupiers to the listed purposes for which an MCST may use its management fund. The commencement notification fixes the effective date; it does not itself turn the 2026 consultation proposals into law (Singapore Statutes Online, Statutes (Miscellaneous Amendments) Act 2026, s.16; Commencement Notification 2026).
