HDB removed the 15-month wait-out period for private residential property owners (PPOs) and former owners (ex-PPOs) who buy a non-subsidised HDB resale flat without an HDB housing loan. HDB announced the change on 27 July 2026 and stated that it took effect immediately. The change allows this defined group to pursue the specified resale purchase without first waiting 15 months after disposing of a private residential property; it does not create a general exemption from HDB’s other eligibility rules (HDB, 27 July 2026).
Scope and continuing conditions
The removal is narrower than a general relaxation of resale-flat eligibility. It is tied to a non-subsidised resale flat and the buyer must not be obtaining an HDB housing loan under the stated policy. Buyers still need to meet the prevailing eligibility conditions, and HDB’s current materials separately distinguish this route from purchases involving a CPF Housing Grant, subsidised flats, or an HDB loan. The HDB Flat Eligibility (HFE) or resale-application process remains the point at which eligibility is assessed, and HDB retains discretion under its prevailing rules (HDB, Couples and Families; HDB, resale terms and conditions).
What the change does not establish
The announcement removes a timing barrier; it does not say that private-property owners may buy a subsidised HDB flat, claim a CPF Housing Grant, or take an HDB housing loan without satisfying the separate rules for those routes. It also does not remove the requirement to dispose of a private property after purchase where the applicable HDB conditions require disposal within a specified period. Applicants should therefore match the 15-month rule to the flat type, grant choice, financing route, and their ownership or disposal status rather than treating “no wait-out” as universal resale eligibility (HDB, 27 July 2026).
