Education Safety and Security Watch Group
The Education Safety and Security Watch Group is a Central Police Division partnership launched in July 2026 to connect the Singapore Police Force with institutes of higher learning and private education institutions on youth crime-prevention awareness, including cybercrime, scams and drug awareness.
Education Safety and Security Watch Group
The Education Safety and Security Watch Group (ESSWG) is a partnership launched by the Central Police Division of the Singapore Police Force (SPF) on 20 July 2026. It connects SPF with institutes of higher learning (IHLs) and private education institutions (PEIs) to strengthen youth crime-prevention awareness. The launch at the Nanyang Academy of Fine Arts was attended by 56 representatives from IHLs and PEIs; the group is a partnership and outreach network, not a new police division, regulator or criminal court (SPF, updated 18 August 2026).
Purpose and participating institutions
The ESSWG gives educational stakeholders a structured way to work with SPF on outreach initiatives for students and young adults. SPF says the network will grow and deepen partnerships with members. Its institutional scope is therefore the post-secondary education ecosystem named in the launch account— IHLs and PEIs—rather than a general school-inspection regime or a replacement for the Ministry of Education's school-safety responsibilities (SPF, updated 18 August 2026). The group should be read alongside, not as a merger with, SPF's broader community-engagement programmes and the separate institutional responsibilities of education providers.
Crime-prevention awareness
SPF identifies growing youth vulnerabilities to cybercrime, including scams and online recruitment by criminal syndicates, as a reason for the partnership. Through the ESSWG, youths are intended to gain knowledge to recognise risks and make safer online choices. The launch also featured the Singapore Anti-Narcotics Association and United Overseas Bank sharing drug- and scam-awareness perspectives, showing that the network can combine police engagement with community and industry expertise (SPF, updated 18 August 2026). These are prevention and awareness activities; the launch source does not create a new offence, mandatory curriculum or guaranteed level of protection for every student.
Status and boundaries
As of 21 August 2026, the ESSWG is a newly launched collaboration whose network and outreach partnerships are expected to develop. The source records a launch, pioneer members and the intended direction of work, but does not publish a complete membership list, funding scheme, operating manual, reporting channel or outcome statistics (SPF, updated 18 August 2026). It should not be confused with the Safety and Security Watch Group or Industry Safety and Security Watch Group as generic community-programme categories, nor with the Online Criminal Harms Act codes that impose duties on designated online services rather than on education institutions (SPF, community programmes, accessed 21 August 2026; SPF, Online Criminal Harms Act Codes, accessed 21 August 2026).
