PA Emergency Preparedness

Singapore's People's Association (PA) Emergency Preparedness (EP) Programmes build residents' ability to acquire basic emergency skills, participate in exercises and support their communities. PA delivers the programmes through its Grassroots Organisations, Community Emergency and Engagement Committees (C2Es) and PA Community Emergency Response Team (CERT). The community-preparedness role complements Singapore's emergency services; PA EP is not SCDF, does not turn PA volunteers into SCDF officers and does not give them command over an emergency response (People's Association, updated 18 August 2026).

C2Es and the community preparedness model

PA says C2Es seek both to strengthen ties between people of different races and religions and to impart Emergency Preparedness skills and knowledge. PA links emergency readiness with racial harmony and social cohesion, describing a goal of helping the community stay calm, remain resilient during emergencies and return to normalcy as quickly as possible (People's Association, updated 18 August 2026).

The model is therefore broader than a first-aid class. Grassroots EP activities can create opportunities for residents to learn, practise and support one another, while C2Es provide a local organising structure. The page does not state that every constituency offers identical activities on the same schedule, and local registration or eligibility details should be checked with the nearest Community Club or Centre.

Activities and lifesaving training

PA lists joining CERT, taking part in Community Resilience (CR) Days, learning Cardiopulmonary Resuscitation (CPR) and Automated External Defibrillator (AED) skills, and attending other EP-related courses as ways to build community capability (People's Association, updated 18 August 2026). The page identifies two fully subsidised courses available for residents: Standard First Aid plus AED Awareness, and CPR plus AED Certification. “Fully subsidised” describes the courses named on that PA page; it should not be generalized to every emergency, health or professional-training course in Singapore.

The programme also includes community blood-donation drives organised by C2Es. PA's 2026 page describes a promotion from 27 June to 31 December 2026 in which eligible donors at PA-organised drives and group donations receive 80 yuu Points, with POSB donating an equivalent amount to support less-privileged families through PAssion CARES (People's Association, updated 18 August 2026). This is a dated partner promotion, not a general payment for blood donation or a permanent feature of all PA EP activities.

PA Community Emergency Response Team

PA CERT was established in 2004 to allow residents to volunteer and participate actively in keeping their communities safe and secure. PA describes CERT as an organised volunteer group equipped with specialised training to strengthen local emergency-response capability and assist the community in recovery. All CERT members are trained in CPR and AED, while active members undergo Standard First Aid, Psychological First Aid and other EP-related courses to prepare for activation (People's Association, updated 18 August 2026).

During peacetime, PA says CERT members may support national-level events such as Chingay celebrations, the National Day Parade and F1 through simple first-aid and crowd-control duties. These described volunteer duties do not make CERT a replacement for SCDF, SPF or medical professionals, and the cited page does not establish universal activation across incidents or events.

Joining and boundaries

Residents can visit a nearby Community Club or Centre to learn about EP programme eligibility and sign-up arrangements. PA also provides a registration route for joining CERT and directs residents to PA's emergency-preparedness channels for updates (People's Association, updated 18 August 2026). The relevant programme, course, venue and date determine the current participation conditions.

PA EP programmes are preparedness and community-volunteer mechanisms. For an active fire, medical emergency or other urgent incident, residents should use the appropriate national emergency channel and follow official instructions. Completing a PA course does not itself create a professional licence, guarantee deployment, guarantee a place on a future course or establish that PA controls the operational response.
