Singapore's PAssion Wave is the People's Association's specialist community club network for water-sports, outdoor and lifestyle activities, with cause-based volunteerism, inclusive programmes, informal interest networks and six listed outlets.
PAssion Wave
Singapore's PAssion Wave (PW) is the People's Association's specialist community-club network for safe and affordable experiences by the water. PA says it creates opportunities, especially for youths, working professionals and young families, to learn, play, bond and care for nature and the community through outdoor and lifestyle activities (People's Association, updated 3 February 2026). PW is a community-sport and recreation network, not a national sports governing body, school curriculum or guarantee of free activities.
Specialist community-club model
PA says the PAssion Wave name was first coined in 2015 for its Specialist Community Club (SCC). The network uses water sports and lifestyle activities as engagement platforms, linking recreation with community participation and environmental care (People's Association, updated 3 February 2026). Its audience description is broad rather than an exclusive eligibility rule: the page highlights youths, working professionals and young families, but does not state that other residents are barred from every activity.
The specialist-club label describes PW's programming and facilities within PA. It does not imply that all PAssion Wave locations have identical equipment, courses, safety conditions or accessibility arrangements. The relevant outlet or activity listing controls current availability.
Strategic focuses
PA identifies three strategic focuses for PAssion Wave. Sustainability and Inclusivity includes cause-based volunteerism intended to encourage participation and community ownership. Water Sports and Lifestyle Programmes use innovative and inclusive activities to create shared experiences by the water. Informal Groups and Networks connect interest- and cause-based groups around common interests and causes (People's Association, updated 3 February 2026).
These focuses explain why PW is more than an equipment-rental venue, but they are not separate grants or statutory benefits. A programme's community or sustainability theme does not by itself establish a volunteer allowance, project funding, competition pathway or environmental certification.
Activities, certification and rental
PAssion Wave offers sports-equipment rental, and PA says valid certification is required for certain sports such as windsurfing, stand-up paddling and sport climbing (People's Association, updated 3 February 2026). The page encourages people to pre-book equipment to avoid disappointment. Certification requirements are activity-specific; the source does not say that one certificate qualifies a person for every PW sport or that rental automatically includes instruction, supervision or insurance.
PA lists six outlets: Bedok Reservoir, East Coast, Jurong Lake Gardens, Pasir Ris, Marina Bay and Sembawang. The page states operating hours of Tuesdays to Sundays from 9am to 6pm, rental hours of Wednesdays to Sundays from 9am to 6pm, and closure on Mondays and public holidays, as described in the 3 February 2026 page (People's Association, updated 3 February 2026). These hours and outlet services should be rechecked before travel.
Participation boundaries
PAssion Wave activities are accessed through current PA or OnePA information for the relevant outlet, programme or rental. The general page does not set a universal fee, age rule for every activity, weather cancellation policy or equipment-availability guarantee. A participant should check the activity's safety information and certification requirement before booking.
PAssion Wave complements PA's wider community network, including PAssion Card membership and general volunteering, but it is not the same as either. It is also distinct from Sport Singapore's ActiveSG facilities and programmes: the PA page establishes PW's PA network and water-oriented role, not a transfer of SportSG governance or recognition as a national-sport federation.
