Orchard Road Rejuvenation Initiative

The Orchard Road Rejuvenation Initiative (ORRI) is a Singapore Tourism Board (STB) support initiative launched on 17 August 2026 under the broader Orchard Road Rejuvenation Plan. It invites legal entities, including businesses and associations, to propose new public-facing focal points and experiences that improve Orchard Road’s visual appeal, precinct vibrancy, visitorship, and visitor spend. What projects ORRI supports

ORRI has three eligible project categories. Building-façade enhancements may include artistic exterior improvements, projection mapping, digital display boards, interactive surfaces, or architectural lighting that creates a new streetscape experience. Experiential concepts and artwork installations may transform common gathering spaces such as mall atriums or privately owned public spaces through immersive experiences, interactive art, public artwork, digital experiences, or event programming. Individual retail-store or tenant-specific enhancements are not eligible. Night-time initiatives must activate the precinct after 6pm through measures such as illumination projections, distinctive night markets, evening performances, immersive programming, or extended operating hours combined with meaningful experiences; simply keeping one business open later is generally insufficient (STB, ORRI FAQs, August 2026, accessed 21 August 2026).

Projects should introduce a new or significantly enhanced concept that has not previously been implemented in Orchard Road, comply with applicable regulations, and not have commenced before submission. STB treats a project as commenced if work has started, a supplier or vendor has been paid, or a relevant contractual agreement has been signed. Funding and assessment

Eligible projects may receive support of up to 70% of eligible third-party project costs, subject to STB’s assessment and approval. There is no minimum project value. Potentially eligible expense categories include professional services, hardware and software, production, materials and consumables, and marketing. Support is paid on a reimbursement basis after the applicant submits third-party invoices, proof of payment, a project-completion report, and documentation showing that agreed deliverables and milestones were achieved. An applicant cannot receive more than one Government grant or funding scheme for the same project or project scope and must declare other grants or incentives during the application process (STB, ORRI FAQs, August 2026, accessed 21 August 2026).

STB assesses proposals on their merits rather than awarding support automatically. Depending on the project, criteria include potential to increase footfall, international visitorship or visitor spend; visitor satisfaction and audience appeal; branding and public-relations value; visual and experiential enhancement; and overall precinct-level impact. 2026 application window and interpretation

The first ORRI application phase has a 30 November 2026 deadline, and STB says the initiative is expected to run for approximately two years, with later phases to be announced separately. ORRI is therefore a competitive, project-based tourism-support mechanism within the Orchard Road Rejuvenation Plan.
