Singapore's Land Transport Authority awarded the Serangoon-Eunos bus package to SMRT Buses for operations from June 2027, covering 26 routes and a new operating base at Kim Chuan Bus Depot.
Serangoon-Eunos Bus Package 2026
Singapore's Land Transport Authority (LTA) awarded the Serangoon-Eunos bus package to SMRT Buses Ltd on 16 July 2026. The five-year contract is estimated at S$599.5 million before adjustments for inflation, wage levels, fuel costs, service variations or incentive payments, and is scheduled to commence on 13 June 2027 (LTA, published 16 Jul 2026). LTA may extend the contract by two to five years after the initial five-year term.
Routes, depots and interchanges in the package
The Serangoon-Eunos package currently consists of 26 routes operated by SBS Transit from Hougang Bus Depot. The routes are Services 11, 22, 53, 55, 58, 59, 60, 63, 64, 90, 94, 101, 103, 105, 109, 134, 137, 140, 141, 146, 148, 150, 154, 158, 315 and 317 (LTA, published 16 Jul 2026). When SMRT begins the package, its operating base will be the new Kim Chuan Bus Depot, and the operator will manage Eunos Bus Interchange, Serangoon Bus Interchange, Woodleigh Bus Interchange and Sims Place Bus Terminal. The award changes the contracted operator and operating arrangements; it does not itself announce a new route list.
Selection priorities and planned service approach
LTA evaluated the tender using a two-envelope process, assessing quality proposals before opening price submissions. Because the package involves large-scale electric-bus deployment, LTA placed greater emphasis on electric-bus operations and maintenance capability (LTA, published 16 Jul 2026). SMRT’s winning proposal also included fleet-wide AI-enabled fatigue-detection and fault-navigation systems, workforce recruitment initiatives for local bus captains, and community programmes at the interchanges, including a Kampung Eunos heritage placemaking initiative. These are features of the successful proposal and implementation plan, not a claim that every bus service in Singapore will use the same systems. The tender priorities help explain why the package is an operator contract rather than simply a transfer of route names. LTA assessed proposed capability and price separately, then selected the highest-scoring proposal; the announced systems and community initiatives are commitments associated with SMRT’s winning bid. Their presence does not establish that the systems are already deployed across the network or that they change LTA’s role as planner and contract manager (LTA, published 16 Jul 2026).
Existing employees and the 2027 transition
Current SBS Transit employees in the package are covered by the Public Transport Tripartite Committee’s Guidelines on Good Employment Practices in the Public Bus Industry. LTA requires the incoming operator to offer affected employees terms no worse than their current employment terms; employees may choose to join SMRT or, where feasible, be redeployed by SBS Transit (LTA, published 16 Jul 2026). The contract commencement date is 13 June 2027, so the July 2026 award should not be read as an immediate transfer of route operations. The employment protection applies to affected employees in this package and should not be generalised into a guarantee for every SBS Transit worker or every future bus retender. It also leaves individual choice and feasible redeployment relevant to the outcome. The route handover and the workforce arrangements are related parts of the package, but they answer different questions: one concerns who operates services after commencement, while the other concerns how current employees are offered continuity or redeployment during the change (LTA, published 16 Jul 2026).
What changes on 13 June 2027
The award changes the future operator and operating base, but it does not make SMRT the current operator before the stated commencement date. Until 13 June 2027, LTA’s release identifies SBS Transit as the operator of the 26 routes from Hougang Bus Depot. From the contract start, SMRT is to operate from Kim Chuan Bus Depot and manage the four named interchanges and terminal. The announcement does not publish a new post-handover timetable, passenger fares or a separate route redesign; the listed routes are the package at award and may be subject to later operational notices (LTA, published 16 July 2026).
The worker-protection provisions are also distinct from the passenger-service transfer. Affected SBS Transit employees may choose to join SMRT on terms no worse than their current terms or, where feasible, be redeployed by SBS Transit. That employment arrangement does not mean all SBS Transit staff move, and it does not turn the package award into a general guarantee of SMRT employment. The 2027 date, the current-versus-incoming operator distinction and the separate employee choices are therefore essential when answering route, depot or workforce questions about Serangoon-Eunos (LTA, published 16 July 2026).
