Bus Contracting Model Structure and Operators
LTA Bus Contracting Model ownership split, operator count, package count, and core Quality of Service Standards used to answer how Singapore buses are planned and run.
Bus Contracting Model Structure and Operators
These rows describe the contracting framework. They do not state the current operator of every individual package after the latest tender. Rail-network scale lives in public transport network; fare rules live in public transport fares. Use each row with its stated population base and as-of date.
Population bases
| Base | Meaning in this dataset | Do not confuse with |
|---|---|---|
| BCM framework | National public bus network under government/LTA ownership since September 2016 | Pre-2016 operator-owned bus model |
| Operators | Four contracted bus operators named on LTA's BCM page | Rail operators; individual package tender winners after the latest retender |
| Bus packages | Tendered multi-year service bundles (14 total across operators) | Individual bus routes or services |
| Per-service QoS | Each bus service's scheduled mileage, measured monthly | Network-wide or operator-wide averages unless stated |
| Accident rate | Accidents per 100,000 bus-km, measured monthly per operator | Per-passenger or per-trip rates |
