Narrative: museums and heritage. NHB monument gazetting, URA shophouse conservation, and NHB historic-site markers are separate legal tiers. NAC arts development and IMDA media regulation are separate agencies (arts policy anchors).

A building may be both URA-conserved and a National Monument, but most conserved shophouses are not monuments and most monuments are not inside one historic district.
