<h1>ERP and Road Pricing</h1> <p>Electronic Road Pricing (ERP) is Singapore's congestion charge: a vehicle pays when it passes a priced road location during an operating period. The charge depends on the location, direction, vehicle class, and exact time, not simply on entering the city or on kilometres travelled. The Land Transport Authority (LTA) reviews rates every quarter and around the June and December school holidays, using traffic speeds as its guide; rates may change in S$1 steps for half-hour periods (<a href="https://onemotoring.lta.gov.sg/content/onemotoring/home/driving/ERP/ERP.html?param=redirect">LTA OneMotoring, accessed Aug 2026</a>). A quoted ERP amount therefore needs a location, direction, vehicle type, time, and effective date.</p> <p>ERP governs <strong>use</strong> of scarce road space. It is distinct from the <a href="/en/knowledge/article/sgkb.transport.coe-system">Certificate of Entitlement</a>, which rations the right to <strong>own and register</strong> a vehicle, and from road tax, parking fees, fuel duty, and traffic fines. A motorist may face several of these costs at once, but none is a substitute for another. Together with investment in the <a href="/en/knowledge/article/sgkb.transport.public-transport-system">public transport system</a>, this ownership-and-usage framework is the core of Singapore's approach to road demand.</p> <h2>Why and how pricing works</h2> <p>Singapore introduced electronic charging in 1998 after earlier manual road-pricing schemes. Under the system operating in August 2026, physical gantries mark charging points on selected expressways and roads approaching congested areas. Prices are not a universal toll and are not collected all day at every site. LTA monitors traffic and raises, lowers, or removes a rate for a time band to keep roads within target speed ranges. A June 2026 review, for example, temporarily lowered some rates for the school holidays and set later reversions or adjustments as traffic conditions changed (<a href="https://www.lta.gov.sg/content/ltagov/en/newsroom/2026/5/news-releases/revised-erp-rates-2-jun-26.html">LTA, accessed Aug 2026</a>).</p> <p>This design aims to change the time, route, or mode of marginal trips rather than to guarantee empty roads. It also means a historical rate table should not answer a current trip-cost question. The authoritative lookup is LTA's current ERP table; navigation applications and old news releases may show a rate that no longer applies.</p> <p>From <strong>7 September 2026</strong>, LTA will resume ERP operations for the <strong>Orchard Cordon on weekdays</strong> after monitoring found that congestion had persisted and traffic speeds had remained below optimal levels since October 2025. This is a dated operating change for the Orchard Cordon, not a return to universal ERP charging across Singapore; the applicable rate and time band must still be checked in LTA's current rate table (<a href="https://www.lta.gov.sg/content/ltagov/en/newsroom.html?c=3&amp;id=58">LTA, 31 Aug 2026</a>).</p> <h2>ERP 2.0 and the on-board unit</h2> <p>ERP 2.0 replaces the old in-vehicle unit with a satellite-linked on-board unit (OBU). Installation began with fleet vehicles in November 2023 and subsequently expanded to other Singapore-registered vehicles. The OBU can support road charging, parking payment, traffic alerts, card information, and future services. Vehicles generally require the appropriate OBU as the installation exercise concludes, subject to special arrangements and exemptions described by LTA (<a href="https://onemotoring.lta.gov.sg/content/onemotoring/home/driving/ERP/erp-2-0.html?trk=public_post_comment-text">LTA OneMotoring, accessed Aug 2026</a>).</p> <p>The hardware rollout must not be confused with a change in what is charged. When installation started, LTA said there would be no change to the charging framework during the transition and that, although the satellite technology could support distance-based charging, there were no immediate plans to introduce it (<a href="https://www.lta.gov.sg/content/ltagov/en/newsroom/2023/10/news-releases/erp-2-0-on-board-unit-installation-starting-in-november-with-fle.html">LTA, accessed Aug 2026</a>). An OBU-equipped vehicle in 2026 is therefore not evidence that every kilometre is priced.</p> <p>Foreign-registered vehicles follow a separate transition path. LTA allows foreign motorists to install an OBU from 1 April 2026, but installation is not mandatory before the cutover; from 1 January 2027, a foreign-registered vehicle entering without an OBU will generally pay a flat ERP fee for each ERP operational day it travels on Singapore roads — S$3 for a motorcycle or S$10 for another vehicle (<a href="https://www.lta.gov.sg/content/ltagov/en/newsroom/2026/2/news-releases/updates-foreign-registered-vehicles-entering-singapore.html">LTA foreign-registered vehicle update, accessed Aug 2026</a>; <a href="https://onemotoring.lta.gov.sg/content/onemotoring/home/driving/ERP/erp-2-0.html?trk=public_post_comment-text">LTA OneMotoring ERP 2.0, accessed Aug 2026</a>). This is a different rule from the time-and-location rate table for ordinary ERP passages, and it should not be presented as a universal daily ERP charge.</p> <h2>Foreign-vehicle fines and VEP entry control</h2> <p>Foreign-registered vehicle drivers must keep the vehicle's Vehicle Entry Permit (VEP) valid and carry the required Autopass card, LTA approval email, and insurance; ICA says drivers without these requirements may be turned back at the land checkpoints (<a href="https://www.ica.gov.sg/news-and-publications/newsroom/media-release/heavy-traffic-expected-at-land-checkpoints-during-upcoming-september-school-holidays">ICA, 31 Aug 2026</a>). From <strong>2 November 2026</strong>, a foreign-registered vehicle with outstanding Singapore fines for traffic, parking, or vehicular-emissions offences will not be able to apply for or renew its VEP with LTA and will be denied entry into Singapore (<a href="https://www.ica.gov.sg/news-and-publications/newsroom/media-release/heavy-traffic-expected-at-land-checkpoints-during-upcoming-september-school-holidays">ICA, 31 Aug 2026</a>). In practical terms, the outstanding fine blocks the VEP application or renewal. The rule is an entry and VEP-control consequence for specified unpaid offences; it is not an ERP charge or a general ban on foreign vehicles. ICA lists the relevant agencies as Traffic Police, HDB, LTA, NEA, and URA, and directs motorists to those agencies for offence clarification.</p> <h2>Critical perspectives: the 2027 cutover</h2> <p>From <strong>1 January 2027</strong>, Singapore transitions to ERP 2.0 road-use charging. Singapore-registered vehicles using public roads must generally have an OBU; classic and vintage vehicles without one may instead pay a daily flat charge of S$3 for a motorcycle or S$10 for another vehicle (<a href="https://www.lta.gov.sg/content/ltagov/en/newsroom/2026/2/news-releases/amendments-rta-facilitate-erp2-transition-enhance-penalties.html">LTA, accessed Aug 2026</a>). This is a future rule when answering from an August 2026 perspective, not the current charging system.</p> <p>Physical gantries cease to define the visible charging locations at that cutover. New roadside signs and road markings identify the ERP 2.0 charging points, initially at existing charging locations (<a href="https://www.lta.gov.sg/content/ltagov/en/newsroom/2026/5/news-releases/trial-new-road-signs-markings-erp-2.html">LTA, accessed Aug 2026</a>). Removing a gantry therefore does not mean the charge disappears, and satellite positioning does not itself prove that charging has become distance-based. A reliable answer must separately identify the equipment in a vehicle, the date the charging regime applies, the priced locations, and the rate in force.</p>

ERP 2.0 与车载设备
