<p>Fire and ambulance services in Singapore are delivered primarily by the Singapore Civil Defence Force (SCDF), a uniformed Home Team organisation under the Ministry of Home Affairs. SCDF's main roles include firefighting, rescue, and emergency medical services; mitigating hazardous-materials incidents; and formulating, implementing, and enforcing fire-safety and civil-defence shelter regulations (<a href="https://www.scdf.gov.sg/home/about-scdf">SCDF About, accessed Aug 2026</a>). <h2>Firefighting and rescue operations</h2>

SCDF and the former Singapore Fire Service were formally integrated on <strong>15 April 1989</strong>, consolidating firefighting with civil defence under one force (<a href="https://www.scdf.gov.sg/home/about-scdf">SCDF About, accessed Aug 2026</a>).</p>
<p>SCDF has developed compact and specialised appliances for Singapore's dense urban environment. <h2>Emergency medical services and ambulance operations</h2>
<p>SCDF operates a <strong>24-hour Emergency Medical Services (EMS)</strong> system for medical emergencies across Singapore (<a href="https://www.scdf.gov.sg/home/about-scdf/emergency-medical-services">SCDF EMS, accessed Aug 2026</a>). <p>The <strong>EMS Tiered Response Framework</strong>, introduced on <strong>1 April 2017</strong>, triages each 995 medical call by severity and matches resource scale and speed to acuity (<a href="https://www.scdf.gov.sg/home/about-scdf/emergency-medical-services">SCDF EMS, accessed Aug 2026</a>). Operations Centre specialists, supported by SCDF paramedics and Ministry of Health staff nurses, classify calls and may give pre-arrival advice such as CPR instructions (<a href="https://www.scdf.gov.sg/home/about-scdf/emergency-medical-services">SCDF EMS, accessed Aug 2026</a>). <p>SCDF deploys Fire Response Specialists trained as Emergency Medical Technicians (<strong>FRS-EMTs</strong>) on <strong>Fire Bikes</strong> for rapid arrival ahead of an ambulance, and on the <strong>Fire Medical Vehicle (FMV)</strong> — a hybrid fire appliance and ambulance — for certain minor emergencies such as industrial and road traffic accidents (<a href="https://www.scdf.gov.sg/home/about-scdf/emergency-medical-services">SCDF EMS, accessed Aug 2026</a>). <p>In <strong>2025</strong>, SCDF responded to <strong>257,158</strong> EMS calls (<strong>705</strong> per day), of which <strong>93.3%</strong> were emergency calls; seniors aged <strong>65 and above</strong> accounted for <strong>49.7%</strong> of EMS calls (<a href="https://www.scdf.gov.sg/docs/default-source/media-room-(publications)/annual-statistics/scdf-annual-statistics-on-ems-fire-enforcement-2025.pdf">SCDF 2025 statistics PDF, accessed Aug 2026</a>). <h2>Fire safety regulation under the Fire Safety Act</h2>
<p>Beyond emergency response, SCDF <strong>administers the Fire Safety Act and Civil Defence Shelter Act</strong>, setting and enforcing standards for fire-safe homes and workplaces (<a href="https://www.scdf.gov.sg/home/fire-safety">SCDF Fire Safety, accessed Aug 2026</a>). The <strong>Fire Safety Act 1993</strong> makes provision for fire safety and related matters (<a href="https://sso.agc.gov.sg/Act/FSA1993">SSO Fire Safety Act 1993, accessed Aug 2026</a>). <p>A central ongoing-compliance tool is the <strong>Fire Certificate (FC)</strong> under <strong>section 35</strong> of the Fire Safety Act. Owners or occupiers of specified public, industrial, foreign-dormitory, hospital, taller private residential (non-HDB), engineered-timber, and mechanised-carpark buildings that meet published occupant-load, floor-area, height, or installed-system criteria must keep a valid FC so fire-safety systems remain tested and workable (<a href="https://www.scdf.gov.sg/fire-safety-services-listing/permits-and-certifications/fire-certificate">SCDF Fire Certificate, accessed Aug 2026</a>). <p>In <strong>2025</strong> SCDF conducted <strong>14,750</strong> fire-safety enforcement checks, issued <strong>2,668</strong> Fire Hazard Abatement Notices (most commonly non-maintenance of firefighting equipment) and <strong>1,209</strong> Notices of Offence (most commonly fire-safety works without approval), and took <strong>82</strong> court actions (<a href="https://www.scdf.gov.sg/docs/default-source/media-room-(publications)/annual-statistics/scdf-annual-statistics-on-ems-fire-enforcement-2025.pdf">SCDF 2025 statistics PDF, accessed Aug 2026</a>).
