Memorandum and cooperation framework
On 31 July 2026, the Civil Aviation Authority of Singapore (CAAS) and Shanghai Jiao Tong University (SJTU) signed a memorandum of understanding to strengthen cooperation in aviation training and education. The partnership is intended to deepen Singapore–China cooperation in aviation training and help build a pipeline of aviation professionals and leaders for the sector. The framework covers joint programmes, academic exchanges and executive-education initiatives, so it is broader than the planned Masters course alone. It is a cooperation framework between a civil-aviation authority’s training arm and a university, not evidence of a new bilateral regulator or a transfer of Singapore aviation powers (CAAS, 31 July 2026).
Planned Masters programme
As an initial cooperation area, CAAS’s Singapore Aviation Academy and SJTU’s Antai College of Economics and Management will partner on a new Masters programme in Intelligent Civil Aviation Management. CAAS said the programme is organised by SJTU’s Institute of International Civil Aviation and is scheduled to launch in 2027. It is intended for aspiring and early-career aviation professionals from the Asia-Pacific region and is planned to cover aviation management, policy formulation and safety regulation. Institutional roles and boundary
The partnership combines the Singapore Aviation Academy’s practitioner-led training approach with SJTU’s academic and business-school capabilities. CAAS described the MOU as a training and capacity-building collaboration, not a new aviation regulator, airline or licensing route. A Masters curriculum that includes safety regulation can teach regulatory concepts without authorising graduates to exercise CAAS powers. CAAS role and interpretation
The partnership should be read alongside CAAS's broader institutional remit. In the same release, CAAS describes its roles as overseeing and promoting aviation safety, developing Singapore's air hub and aviation industry, providing air-navigation services, providing aviation training for human-resource development and contributing to international civil aviation. The MOU uses the training function of that remit: SAA contributes practical aviation training, while SJTU's Antai College of Economics and Management and its Institute of International Civil Aviation contribute academic and management expertise. It does not delegate CAAS's regulatory responsibilities to the university or turn the Masters programme into a statutory licence, pilot qualification or automatic route into an aviation job (CAAS, 31 July 2026).
The 2027 date is a planned launch window, not evidence that the programme had begun or that places, fees and admissions were already available when the MOU was announced. The release describes the intended audience as aspiring and early-career aviation professionals from the Asia-Pacific region and names aviation management, policy formulation and safety regulation as subject areas.
