Heartland Enterprise Placemaking Grant

The Heartland Enterprise Placemaking Grant (HEPG) helps eligible heartland enterprises organise innovative activities that improve the vibrancy and experience of Singapore’s heartland estates. Support and eligible activities

HEPG provides up to 70% support on eligible costs, capped at S$14,000 per project. Listed supportable areas include third-party consultancy, hardware, equipment and software, marketing, professional services such as event management and branding, and audit. The published exclusions matter for interpretation: operational costs are excluded, as are commonly found heartland activities such as festive light-ups, bazaars and traditional night markets. Eligibility

The applicant must be a business entity registered and incorporated in Singapore, have at least 30% local shareholding, have group annual turnover no greater than S$100 million or group employment no greater than 200 employees, and own a physical storefront or shop while operating a business in the heartlands. The turnover and employment limits are alternatives in the published wording: an applicant must meet the stated turnover-or-employment test, rather than treating both figures as cumulative ceilings. The physical-storefront condition also means that a business serving heartland customers without an eligible shop location should not assume that its customer base alone satisfies HEPG eligibility. Place, application route and current support rate

For HEPG purposes, “heartlands” refers to precinct clusters, neighbourhood centres and town centres within HDB postal-code areas; an applicant can check the location against HDB map services rather than treating every Singapore storefront as eligible (Enterprise Singapore, HEPG FAQ). The current support rate is date-sensitive. Enterprise Singapore says Budget 2026 increased HEPG support to up to 70% from 1 April 2026, while retaining the S$14,000 per-project cap (Enterprise Singapore, Budget 2026, accessed 31 August 2026). Earlier HEPG FAQs describe the launch-era 50% and S$10,000 settings; those historical figures should not be quoted as the current rate without their applicable period. In all cases, “up to” is a ceiling subject to eligible costs and EnterpriseSG approval, not a guaranteed reimbursement percentage.
