JTC Corporation
JTC Corporation (JTC) is Singapore's statutory industrial developer and master planner. Its mission is to develop industrial infrastructure that supports new industries and transforms enterprises, while its work includes planning, developing and managing industrial estates, business parks and facilities (JTC, Who we are, accessed 31 August 2026). JTC is not the Economic Development Board's investment-promotion function, the Urban Redevelopment Authority's whole-island land-use planning function, or a private landlord operating without public-development objectives.
Industrial estates and enterprise ecosystems
JTC provides industrial land and ready-built facilities for sectors including manufacturing, logistics, biomedical activity, aerospace and the digital economy. Its current master-planning approach treats estates as integrated ecosystems containing infrastructure, connectivity, services, innovation and community amenities rather than isolated factory plots (JTC, Master planning and development, accessed 12 September 2026). Businesses access space through site-specific offerings such as land tenders, e-bidding and facility applications; the relevant estate, tenancy arrangement, land tender and use controls remain specific to the site and current JTC terms (JTC, Who we are, accessed 12 September 2026).
JTC's place in Singapore's development system
JTC's role is to translate industrial and enterprise-development objectives into land, buildings and precinct infrastructure. EDB generally promotes investment and industry development, while JTC supplies and manages much of the industrial environment in which firms operate; planning, environmental, transport and building approvals can involve other authorities (JTC, More than a landlord, accessed 12 September 2026). JTC also works with URA on selected long-term planning and placemaking exercises, such as the ideas competition for the former Jurong Bird Park and Jurong Hill site; that collaboration does not make JTC the whole-island land-use planner. A JTC estate or facility therefore does not itself confer a business licence, planning approval or funding entitlement.
Sustainable and future-oriented industrial development
JTC describes its focus as advocating manufacturing, developing sustainably, supporting innovation and matching businesses with talent (JTC, Who we are, accessed 31 August 2026). New estates may combine advanced manufacturing, research, digital infrastructure, green systems and public-realm features. These are development objectives rather than a promise that every tenant receives the same infrastructure, rent, grant support or regulatory treatment.
JTC's current master-planning material frames this work around industrial estates that are sustainable, liveable and inclusive: work, community and green spaces are planned as an integrated district, with resilience considered alongside business growth.
