Punggol Digital District Physical-AI Robotics Testbed

The Punggol Digital District (PDD) physical-AI robotics testbed is a government–industry living testbed being set up by the Infocomm Media Development Authority (IMDA), JTC and the Singapore Institute of Technology (SIT), with other government agencies and industry partners. Announced on 20 May 2026, it is intended to research, test and deploy physical AI later in 2026 in a mixed-use public area (IMDA, PDD physical-AI factsheet).

Testbed scope and services

IMDA describes the testbed as Singapore's first setting for multi-operator robots to be deployed at scale in a mixed-use public area. Initial services are expected to include food and parcel delivery, cleaning and security patrolling, working alongside existing human operations. The intended testbed role is to research and refine commercially viable use cases and infrastructure; the announcement does not establish that every proposed service will launch or that human jobs are automatically replaced (IMDA, PDD physical-AI factsheet).

Partners and planned timing

The initial collaboration involves eight leading industry players, with Certis, DHL, Grab and QuikBot identified as initial design partners for the testbed. IMDA also names FieldAI and Thoughtworks as knowledge partners and Slamtec and Unitree among the robotics companies supporting embodied-AI use cases through SIT's Centre for Intelligent Robotics. These are announcement-stage partnerships: the initial eight is not a count of all future operators, all robotics companies or completed deployments, and IMDA said the testbed would launch later in 2026 (IMDA, PDD physical-AI factsheet).

Safety, regulation and access boundaries

Robots in the testbed must meet safety standards and defined operational parameters. IMDA says the testbed is facilitated with the Land Transport Authority through a precinct-level exemption framework under the Active Mobility Act, allowing autonomous mobile-robot operators to trial different use cases on PDD public paths without separate individual exemption orders, subject to safeguards and conditions. This framework is a controlled trial pathway, not a blanket exemption for all Singapore public paths or a permanent approval for every robot operator (IMDA, PDD physical-AI factsheet).

Relationship to related centres

The PDD testbed is the public-space deployment environment; SIT's Centre for Intelligent Robotics is the associated university-based research and trial platform. Both are distinct from NVIDIA's Singapore Research Lab and the Singtel–NVIDIA Centre of Excellence for Applied AI, which are private research or applied-infrastructure initiatives. Participation in the PDD testbed does not by itself confer a government contract, a universal robotics licence, or an entitlement to deploy in other districts (IMDA, Accelerate Real-World Deployment; SIT Centre for Intelligent Robotics).
