Marine and Offshore Energy Industry Digital Plan

The refreshed Marine and Offshore Energy Industry Digital Plan (M&OE IDP) is a sector digitalisation plan jointly launched by Enterprise Singapore and the Infocomm Media Development Authority on 19 May 2026. It is intended to help more than 1,000 marine and offshore energy companies adopt digital and AI solutions that improve productivity, safety, decision-making and competitiveness. It updates the first M&OE IDP launched in 2021 and is aligned with the Marine & Offshore Energy Industry Plan; it is therefore an industry capability roadmap, not a port-infrastructure plan or a universal grant entitlement (IMDA and Enterprise Singapore, 19 May 2026).

Sector context and five business touchpoints

The joint release states that more than 90% of companies had adopted at least one sector-specific digital solution by 2025, compared with more than 50% in 2023. The refreshed plan responds to manpower constraints, cost pressures and global competition by organising recommended solutions around five business touchpoints: Customer Service; Design & Engineering; Procurement; Production & Manufacturing; and Corporate Functions (IMDA and Enterprise Singapore, 19 May 2026).

Examples include AI-enabled chatbots and generative-AI marketing content for customer service; computer-aided design and manufacturing and AI-enabled additive manufacturing for design and engineering; inventory-management and automated-warehousing solutions for procurement; digital and robotic welding, field-service management and AI video analytics for production; and human-resources, accounting and project-management systems for corporate functions. These are solution categories in the plan, not a statement that every company must adopt every tool (IMDA and Enterprise Singapore, 19 May 2026).

Cybersecurity and adoption boundary

Because marine and offshore energy companies work across multiple worksites and geographies with connected systems, the refreshed plan includes a Cybersecurity and Data Protection Roadmap. It covers cyber-hygiene measures against common attacks, cyber-risk assessment and data-protection practices aligned with Singapore's Personal Data Protection Act. The roadmap is a capability guide; it does not replace the legal duties that apply to a particular company, system or data activity (IMDA and Enterprise Singapore, 19 May 2026).

Businesses are directed to the SMEs Go Digital platform for more information on the refreshed plan and may contribute solutions or suggestions through the Association of Singapore Marine & Offshore Energy Industries. The plan should be read alongside the company's own eligibility and application conditions for any specific digital-support scheme; the IDP itself does not establish that every listed solution is funded or that every firm receives the same support (IMDA and Enterprise Singapore, 19 May 2026).

Relation to marine and offshore innovation

The IDP is the sector-wide digital-adoption layer. In the same 2026 policy context, MTI described the Technology Centre for Offshore and Marine (TCOMS) and the NUS AI Institute as launching CATALYST, an initiative to develop AI models for marine and offshore energy. CATALYST is aimed at AI-enhanced design, virtual testing and predictive maintenance; it should not be conflated with the broader M&OE IDP's five-touchpoint adoption roadmap (MTI, RECHARGE Wind Power Summit Asia-Pacific 2026 opening ceremony). The IDP remains the sector-wide adoption framework even where companies also participate in research or innovation collaborations.
