Maritime Singapore Master Plan Consultation 2026

The Maritime Singapore Master Plan (MSMP) is being co-created by the Maritime and Port Authority of Singapore (MPA) and the Ministry of Transport with industry partners and the public. Intended strategic scope

MPA describes the MSMP as an industry-wide blueprint intended to provide clarity for business planning, investment and skills development while global trade and shipping face uncertainty and the maritime industry changes through digitalisation and sustainability efforts. The stated strategy areas are to strengthen Singapore’s competitiveness as a key node and hub port, enhance its attractiveness as an International Maritime Centre, establish Singapore as a global leader in maritime innovation including artificial intelligence, and develop a future-ready maritime workforce. The scope connects infrastructure, business services, technology and people rather than referring only to container-port operations. MPA’s consultation material also describes engagement with companies and unions across the maritime ecosystem and adjacent industries, and a Local Industry Panel of more than 20 local maritime business leaders. Participation routes and incentives

The MSMP page describes two public participation routes open until the same deadline: completing the MSMP survey, with a chance to win one of 20 S$50 e-vouchers through a lucky draw, or submitting an AI-generated image about what Maritime Singapore might look like in 2050. The image contest lists prizes of S$300, S$200 and S$150 for the top three entries and sets judging criteria covering creativity, relevance, aesthetic appeal, and storytelling or explanation. Industry and public engagement is broader than the online routes. MPA says it has conducted industry and union engagements, focus-group discussions on maritime careers, the public survey, the “Maritime Singapore in 2050” AI Image Contest and the “Voyage Beyond: Reimagining Maritime Singapore” travelling exhibition. The career discussions include students, parents, educators, career counsellors and people considering or pursuing maritime careers; feedback is intended to inform the maritime talent pipeline. The consultation is an input-gathering process. The topics and priorities raised during consultation should not be treated as final policy, enacted regulation, funding entitlement or a guarantee that every proposal will appear in the 2027 plan.
