Maritime Energy Training Facility

Singapore’s Maritime Energy Training Facility (METF) is an industry-supported network led by the Maritime and Port Authority of Singapore (MPA) to train the global maritime workforce in handling alternative marine fuels and operating vessels that use them. MPA established the initiative in April 2024 with industry, union and educational partners; it is a workforce-development and safety-training capability, not a fuel supplier, shipping regulator or decarbonisation subsidy (MPA, 15 April 2024).

Network, curriculum and digital access

METF is being developed as a decentralised network of training facilities in Singapore. Its planned capabilities include a dual-fuel marine-engine simulator for safe handling, bunkering and incident management involving alternative fuels such as methanol and ammonia. MPA’s METF Digital Platform, announced on 27 March 2025, provides a centralised route for maritime workers to access training on alternative marine fuels and new technologies; the platform is not itself a vessel-licensing system (MPA, 27 March 2025).

Platform access and training functions

The digital platform is a training-management system: maritime companies, seafarers and maritime professionals can use it to find relevant courses, register and pay, and track training progress and certifications. At the time of MPA’s announcement, it was offered to Singapore-based maritime companies and/or Singapore-registered ships, with a stated plan to extend access to more overseas companies and stakeholders in a later phase. The platform can streamline training-grant eligibility and certification administration, but its presence in a company’s workflow does not replace the applicable regulatory or industry standards (MPA, 27 March 2025).

Training reach and boundaries

MPA has stated that METF is expected to train around 10,000 seafarers and other maritime personnel by the 2030s as facilities are progressively developed. MPA’s 2025 parliamentary reply reported that over 400 maritime personnel had been trained in 2024, which is a dated participation figure and not evidence that the longer-term target has been completed (MOT, 4 February 2025). The facility’s role is to build competencies and support safe maritime operations; it does not by itself require every seafarer to enrol, promise a job, or certify that a vessel is zero-emission.

The formation model also matters: MPA’s 2024 announcement said the Letter of Intent involved 22 partners across engine manufacturing, classification, trade associations, unions and institutes of higher learning. It followed recommendations from a Tripartite Advisory Panel on emerging and future maritime workforce competencies. This makes METF a coordinated training ecosystem rather than a single school or a statutory qualification authority; individual courses may have their own accreditation and participation conditions (MPA, 15 April 2024).
