OCEANS-X Maritime Data and API Platform
OCEANS-X, short for Open/Common Exchange and Network Standardisation-eXchange, is the Maritime and Port Authority of Singapore's maritime G2G and G2B data and API exchange platform. Launched on 21 April 2026, it provides a common, standards-based environment for maritime ecosystem partners to discover, access and share trusted data, and to connect systems for digital port services (MPA, OCEANS-X launch; MPA, OCEANS-X).
Port services and system connectivity
One launch service is digital port clearance. Shipping companies and agents can connect in-house or third-party systems directly to OCEANS-X so data required for port-clearance applications can be transmitted to MPA's digital platforms, reducing portal re-entry, errors and manual document exchange. MPA describes this as platform-to-platform integration around digitalPORT@SG, not merely a public webpage that displays port information (MPA, OCEANS-X launch; MPA, OCEANS-X).
OCEANS-X also supports electronic exchange of ship certificates between Singapore and partner ports, including ports connected through Green and Digital Shipping Corridors. This can give port authorities a more authoritative basis for certificate verification and streamline port clearances by reducing reliance on paper documents and manual checks. Cross-border connectivity is therefore part of the platform's purpose, but each service still depends on its applicable data, technical and participation conditions (MPA, OCEANS-X launch).
Data, APIs and innovation use
At launch, MPA said OCEANS-X hosted over 100 APIs and datasets, with more digital services intended over time. The current catalogue includes dynamic and static datasets and APIs covering areas such as vessel arrivals, cargo, port information, weather, vessel information and port clearance. Catalogue availability and access arrangements can change, so the launch figure is a dated lower bound rather than a permanent total (MPA, OCEANS-X launch; OCEANS-X API Catalogue).
MPA welcomes maritime companies and start-ups to develop, integrate and deploy services, including analytics and AI-enabled tools, on the platform. Academia and members of the public can use maritime datasets that have been made public for research and innovation. OCEANS-X is consequently an enabling data and interoperability platform, not a grant scheme, not a replacement for TradeTrust's electronic-document framework, and not a promise that every API or dataset is unrestricted or real-time (MPA, OCEANS-X; OCEANS-X API Catalogue).
Access, participation and operational boundary
MPA describes OCEANS-X as a G2G and G2B platform: it enables ecosystem partners to discover, access and share data in a common interoperable environment, and it supports transaction flows between systems such as port-clearance applications through APIs (MPA, OCEANS-X, rechecked 12 September 2026). That description does not mean that every user receives the same access, that every catalogue item is public, or that a data connection itself authorises a vessel or port activity. A company integrating with digitalPORT@SG still has to meet the applicable service, identity, data, technical and port requirements. Cross-border exchange through a Green and Digital Shipping Corridor likewise describes connectivity and cooperation, not automatic recognition of every document or permission in every participating port. OCEANS-X can reduce duplication and enable new services, but the responsible maritime authority and service-specific rules remain the source of operational approval.
