Autonomous Inter-Gateway Shipping Proposal
On 22 April 2026, the Maritime and Port Authority of Singapore (MPA) and PSA Singapore launched an Expression of Interest (EOI) for proposals to develop and test autonomous inter-gateway container-feeder vessel operations within Singapore's port. Inter-gateway feeders move containers between terminals such as Tuas and Pasir Panjang; the proposed operating context is therefore an internal port movement, not an autonomous ocean voyage or a general approval for unmanned ships (MPA, Autonomous Shipping EOI).
What the EOI is testing
The EOI is intended to assess autonomous technology readiness, operational feasibility and safety in a rigorous port environment. MPA and PSA identified possible benefits in productivity, safety and sustainability as vessel traffic grows, while also pointing to new roles in remote vessel monitoring and operations, autonomous-systems engineering, maritime data analytics and specialised technical maintenance (MPA, Autonomous Shipping EOI).
The proposed system includes a remote operations centre that integrates vessel-sensor information and port-traffic data for real-time monitoring and timely intervention. A proposal therefore needs to explain not only the vessel technology but also how remote oversight, intervention and the wider port operating environment would work together (MPA, Autonomous Shipping EOI).
For the port operators, the remote operations centre is part of the core safety and assurance system, not merely a convenience for reducing onboard crew. The MPA description expects sensor information and port-traffic data to be integrated so that operators can monitor the situation in real time and intervene when needed. This makes the EOI an operational systems proposal involving vessel technology, traffic coordination, human-machine interfaces and intervention procedures. It also explains why PSA's operational and integration requirements matter alongside MPA's safety and regulatory concerns: a technically capable vessel would still need to work within the port's existing traffic and terminal environment (MPA, Autonomous Shipping EOI).
Proposal requirements and date
MPA and PSA asked respondents to address navigational safety, interaction with manned vessels, traffic management, system redundancy, cybersecurity, human-machine interfaces and regulatory compliance. Proposals also needed to state operational limits, technological readiness, risk-mitigation measures, viable business models and conformity with PSA's operational and integration requirements (MPA, Autonomous Shipping EOI).
The published submission deadline was 24 July 2026 at 12:00 PM Singapore time, which had passed by the 19 August 2026 verification date. The EOI was a call for proposals, not a public announcement that an autonomous service had been approved or deployed. Responding to it did not itself establish regulatory clearance, commercial award or permission to operate (MPA, Autonomous Shipping EOI).
This proposal call should be kept distinct from PIER71's start-up challenge and TradeTrust's digital-document interoperability programme. PIER71 focuses on maritime innovation and start-up commercialisation; TradeTrust focuses on electronic trade documents; the autonomous-shipping EOI focuses on vessel operations, port traffic, remote intervention and safety assurance.
The EOI also described possible workforce effects, including remote vessel monitoring and operations, autonomous-systems engineering, maritime data analytics and specialised technical maintenance. Those are anticipated roles associated with developing and operating the proposed capability, not evidence that a new autonomous fleet or training scheme had already been launched. As of the MPA page's 9 September 2026 update, the public source still documents the invitation for proposals and its requirements; it does not by itself identify a selected vendor, an approved route, a deployment date or permission for autonomous ocean voyages (MPA, Autonomous Shipping EOI).
