Singapore Accreditation Council
The Singapore Accreditation Council (SAC) is Singapore’s national accreditation body, managed under Enterprise Singapore. SAC provides third-party assurance that testing, inspection and certification are conducted professionally and meet globally recognised standards (SAC, accessed 2 September 2026). Its role is to accredit organisations against defined standards and scopes; SAC accreditation is therefore not a general licence for an organisation’s entire business or every service it offers.
What SAC accredits
The Singapore Accreditation Council accredits conformity-assessment bodies (CABs), including laboratories, inspection bodies and certification bodies, within specified scopes. Enterprise Singapore explains that an SAC-accredited CAB may issue accredited reports or certificates only for tests, calibrations, inspections, certifications or audits covered by its accreditation scope; those documents carry the SAC mark and accreditation number (Enterprise Singapore, accessed 2 September 2026). SAC’s laboratory scheme, SAC-SINGLAS, assesses technical competence and management processes against standards such as ISO/IEC 17025 and, for medical laboratories, ISO 15189. SAC-SINGLAS uses peer assessment by technical experts and grants accreditation for specific tests and calibrations rather than for every activity of a laboratory (SAC, updated 3 August 2026).
How accreditation is used
The Singapore Accreditation Council’s accreditation is useful when a business needs credible testing, inspection or certification for goods, services or processes. A business should identify the applicable standards, select a CAB whose SAC scope matches its needs, prepare its management systems and undergo the relevant assessment; the CAB’s accreditation does not remove the business’s separate legal or regulatory duties (Enterprise Singapore, accessed 2 September 2026). SAC’s scope-specific model matters in practice: a laboratory accredited for one group of tests cannot represent unrelated tests as SAC-accredited, and a construction or food-safety programme may impose additional requirements beyond the underlying CAB accreditation. Singapore agencies therefore use SAC accreditation as one component of programme recognition or licensing arrangements, including built-environment and food-sector schemes.
Assessment, accredited scope and surveillance
The SAC-SINGLAS laboratory scheme is voluntary and open to laboratories, but accreditation is not an all-purpose endorsement. SAC assesses a laboratory's technical competence and management processes against standards including ISO/IEC 17025 for testing and calibration laboratories and ISO 15189 for medical laboratories. Technical experts from relevant fields conduct peer assessments; after the laboratory demonstrates compliance, the assessment team recommends accreditation and SAC decides whether to grant it (SAC, Laboratories, page last updated 3 August 2026 and accessed 5 October 2026). The accreditation applies only to specified tests, calibrations and fields. SAC describes regular surveillance visits as part of maintaining confidence in accredited competence; accreditation therefore is not a one-time product approval or a permanent certificate detached from continuing conformity (SAC, Laboratories, page last updated 3 August 2026 and accessed 5 October 2026). The distinction matters to buyers and regulators: SAC accredits the conformity-assessment body's competence for defined activities, while the CAB performs the test, inspection or certification, and the separate programme owner or regulator decides what evidence is acceptable for a particular legal or commercial purpose. Accreditation can support confidence in a report, but it does not itself establish that a tested product is approved for sale, safe in every use, or compliant with every market's rules.
International recognition and trade
The Singapore Accreditation Council participates in mutual recognition arrangements (MRAs) with international accreditation organisations including the International Accreditation Forum, the International Laboratory Accreditation Cooperation and the Asia Pacific Accreditation Cooperation (Enterprise Singapore, accessed 5 October 2026). Within the relevant recognised scope, these arrangements can reduce repeated testing, inspection, calibration or certification when Singapore businesses enter overseas markets.
