Reused Steel Framework 2026
Singapore's Building and Construction Authority (BCA) enhanced the reused-steel framework in the second edition of BC1: 2023, the design guide for alternative structural steel to Eurocode 3. The framework concerns reused steel in temporary supporting structures, and addresses material traceability, material reusability and the quality system; it is a construction-control framework, not a general permission to reuse any steel without assessment (BCA, 2 March 2026).
Scope and implementation date
The enhanced BC1: 2023 framework covers reused steel for sheet piles and steel strutting systems for earth-retaining or stabilising structures, and adds temporary traffic decking to the framework. It also clarifies that non-destructive testing must be performed by accredited laboratories and adds partial factors for ultimate-limit-state design (BCA, 2 March 2026).
The revised BC1: 2023 (second edition) and Singapore Accreditation Council Technical Note SS 01 dated 30 January 2026 take effect on 1 September 2026 for projects whose structural plans are first submitted on or after that date. Practitioners may adopt the updated documents earlier. For plans submitted before 1 September 2026, the previous framework continues unless the practitioners choose to adopt the enhanced framework (BCA, 2 March 2026).
Traceability and reusability controls
Each reused-steel element must carry a unique identification number traceable to its Factory Product Control certificate and Manufacturer Test Certificate. Suppliers and fabricators must establish quality-assurance systems with suitable marking solutions so that the identity and documentation of each element can be followed through the reuse process (BCA, 2 March 2026).
When steel elements return from a worksite, they must undergo the quality tests specified in Section 6.2 of BC1 to determine whether they remain reusable. Elements that fail those tests require reconditioning to an acceptable condition before reuse. The framework therefore treats reuse as a documented lifecycle decision based on the element's condition and test results, rather than assuming that a prior use proves suitability for a later project (BCA, 2 March 2026).
Quality-system and accreditation boundary
The supplier or fabricator's quality system must be audited by a Singapore Accreditation Council-accredited inspection body. When the requirements are met, the inspection body issues a certificate of assessment that serves as evidence of the supplier's or fabricator's compliance. BCA's circular points practitioners to the SAC listing of accredited inspection bodies; the accreditation and certificate-of-assessment process supports the reused-steel framework but does not remove project-specific design, testing or professional responsibilities (BCA, 2 March 2026).
