Proactive Façade Maintenance Guidance

The Building and Construction Authority (BCA) issued a Proactive Façade Maintenance circular dated 1 September 2026 for building owners, developers, architects, engineers, builders and facility managers. It supports systematic inspections, timely interventions, façade resilience, public safety and more cost-effective life-cycle management. BCA developed the underlying study with the National University of Singapore (NUS) to examine how environmental factors affect the service life of key façade materials (BCA, 1 September 2026).

Indicative service-life estimates

BCA gives indicative estimates for selected materials rather than a universal replacement timetable. Its table lists tile adhesive at 10 years, polymer gaskets at 18 years, aluminium rivets at 22 years, fibre-cement boards at 30 years, structural sealants at 38 years, plaster at 50 years with degradation beginning around 30 years, weather sealants at 50 years with degradation beginning around 35 years, and structural steel and aluminium at more than 40 years. BCA says the estimates may vary with building design, exposure conditions, workmanship and maintenance practices; fibre-cement fixing-region degradation can also lead to earlier failure (BCA, 1 September 2026).

Recommended maintenance practices

BCA encourages owners and facility managers to prioritise shorter-life materials such as adhesives, fixings and gaskets; conduct targeted visual and, where appropriate, simple tactile checks; and look for cracking, water infiltration, gasket deterioration and corrosion of aluminium components. Where deterioration is found, owners should consider off-cycle inspections and repairs instead of waiting for the next Periodic Façade Inspection. Complex façade systems or structural-fixing concerns warrant qualified specialists for investigation, material selection and repair supervision (BCA, 1 September 2026).

Guidance boundary and relationship to PFI

The circular is reference guidance and does not say that every façade component must be replaced when its indicative service-life estimate is reached. Owners must consider the specific conditions of each building and obtain professional advice where appropriate. BCA directs readers to the updated Periodic Façade Inspection (PFI) guidelines for inspection procedures and study findings. The proactive-maintenance guidance therefore supplements planning and decision-making; it should not be read as an exemption from applicable building-control, inspection, repair or public-safety obligations (BCA, 1 September 2026).
