Tripartite Alliance for Fair and Progressive Employment Practices

The Tripartite Alliance for Fair and Progressive Employment Practices (TAFEP) is an agency formed by the Ministry of Manpower (MOM), National Trades Union Congress (NTUC) and Singapore National Employers Federation (SNEF) in 2006. It sits under Tripartite Alliance Limited (TAL) alongside the Tripartite Alliance for Dispute Management (TADM) and the Workplace Safety and Health Council (WSHC). Employer guidance and fair-employment practices

TAFEP develops and promotes the Tripartite Guidelines on Fair Employment Practices (TGFEP). MOM describes their guiding principles as merit-based recruitment; fair, respectful treatment; equal consideration for training and development; fair rewards based on ability and contribution; and compliance with labour law. The TGFEP are tripartite guidelines, not themselves an Act of Parliament or a tribunal decision. They should not be confused with the Workplace Fairness Act framework covered in workplace fairness. Advice, complaints and employer follow-up

Workers and other individuals may approach TAFEP for advice and assistance about suspected unfair employment practices, discrimination or harassment. In workplace-harassment complaints that require employer follow-up, MOM has described TAFEP asking the employer to arrange an independent investigation, consider interim safeguards when well-being or safety is a concern, report the investigation outcome and address the affected person's concerns. Safeguards may include options such as no-contact arrangements, remote work or redeployment, depending on the case (MOM, Written Answer on Workplace Harassment, 22 September 2025).

TAFEP's role is to provide assistance, engage employers and seek appropriate follow-up; the cited process does not make TAFEP a court or guarantee a particular complaint outcome. MOM said TAFEP reports egregious companies that fail to provide a safe environment or refuse corrective action to MOM. In a separate 2026 parliamentary answer, MOM said TAFEP can require employers to address complaints under the TGFEP, while MOM may suspend an employer's work-pass privileges in egregious cases. How TAFEP differs from MOM and TADM

TAL's three specialist agencies have distinct functions. TAFEP promotes fair employment practices and assists people with discrimination or harassment concerns; TADM provides mediation and advice for employment or payment-related disputes; WSHC promotes workplace safety and health practices. This division helps route questions correctly. A person seeking fair-employment guidance or assistance with discrimination or harassment can contact TAFEP; a workplace dispute requiring mediation may involve TADM; a question about statutory enforcement or work-pass consequences belongs with MOM and the law or policy concerned.
