Marriage and Parenthood Reset Workgroup
Singapore's Marriage and Parenthood (M&P) Reset Workgroup is an interagency workgroup chaired by the Minister in the Prime Minister's Office responsible for the population portfolio. Announced on 29 April 2026, it is intended to develop a whole-of-society approach to making marriage and parenthood more achievable, supported and valued. The workgroup is supported by the National Population and Talent Division and includes political office holders from ministries concerned with finance, education, health, manpower, social and family development, community and youth, digital development, sustainability, trade and industry, and foreign affairs. Mandate and workstreams
The workgroup has three stated tasks: develop a long-term roadmap for the societal shifts needed to change how marriage and parenthood are perceived, supported and realised; propose policy enhancements to address key concerns; and mobilise employers, businesses, community organisations and individuals as participants in a shared national effort. Its review covers financial costs, work-life support, caregiving, housing, healthcare, preschool and education, as well as social attitudes and workplace practices. The workgroup's scope therefore spans more than the Baby Bonus or any single family-support programme. Interim recommendations and report status
The workgroup's full report is expected in early 2027, but the chair said in August 2026 that the workgroup had already advanced interim policy recommendations in areas where there was clear consensus about family pressures. The Prime Minister's National Day Message identified the cost of raising children and access to affordable infant care and childcare as areas under review; the August update also referred to time with family, caregiving arrangements and housing. These statements describe an active review and possible early measures, not a complete enacted package. Why the reset was formed
The April announcement framed the workgroup against Singapore's declining fertility and the need for a multi-faceted response involving government policy, workplace practices, family and community support, and social attitudes. The announcement recorded a 2025 resident Total Fertility Rate of 0.87, down from 0.97 in 2024. That statistic is a population indicator used to explain the policy context; it is not a target the workgroup has already achieved or a forecast of future births. The workgroup's stated approach also does not mean that government can determine individual marriage or parenthood choices. Relationship to existing family support
The M&P Reset Workgroup coordinates a review across existing systems; it does not replace the agencies and schemes that already deliver housing, preschool, healthcare, leave, fertility or social-service support.
